International associations of copper producers and iron producers have been urging Canada to join them in moves to stabilize world markets and even control prices in the style of the Organization of Petroleum Exporting Countries (OPEC).

Typically, these groups are composed of small, poor countries selling to powerful cus-, tomers in the United States and Western Europe.
