Fifty-Six Victims Claimed by Tunis Bubonic Plague Outbreak (By Associated Press) TUNIS, Jan. 2. The terrible bu bonic plague, which is often fatal in 24 hours, has broken out among Arabs in the native quarter of the city of Tunis. Fifty-six persons have died from it and 600 have been segregated.

All the victims were Arabs. The authorities believe they have prevented the spread of the plague by taking drastic measures. Many houses were evacuated and their dwellers isolated in pest houses. The European quarter has not been affected by the plague. An official statement today said no new cases had developed in the native quarter during the past two days.

S. S. Saratoga in Harbor, Destroy Captain's Gig (Continued from Page One) side the Saratoga engaged in painting the hull, when the turpentine pot blazed. He and Febrey, Commander Reid said, threw the pot overboard into the water, causing a blast of flame from the gasoline compressor pump residue on the surface which immediately leaped up the side of the vessel, scorching the starboard hull and superstructure for two thirds of the ship's length. Lalor was one of the three men aboard the captain's gig.

All jumped as the flames spread, and authorities believed that La Vielle and Lalor, coming to the surface, inhaled flames and sank. Morton was slightly burned when he leaped from the Saratoga to rescue Febrey. Kenfield and Houston were aboard the gig with Lalor. The flames leaped 20 feet above the Saratoga's stacks, but failed to penetrate to the interior of the ship, which, Commander Reid said, would have resulted in probable destruction of the vessel, as it carries quantities of combustible material. Dives Through Zone of Fire ts Rescue Mate The 1,500 crew members aboard were mustered to fight the flames from the gun deck and through port holes, and had succeeded in averting danger of a general conflagration three minutes after the first flash ran up the vessel's side.

Damage to the Saratoga has not been estimated. The fire was confined however, to the outside of the big ship, ecorchlng paint from two-thirds its length, both hull and superstructure. The gig, valued at $23,000, was burned beyond repair. The men aboard the gig leaped into the water as the explosion flashed over their craft. Marton leaped from the gun deck of the Saratoga to rescue Sebrey, whom saw struggling in the water.

He was burned when his body passed through the zona of fire. The fire on the side of the Saratoga was extinguished within three minutes by the ship's personnel, using fire extinguishers. Commander A. C. Reid was senior officer in command when the explosion occurred.

One Gun Turrett Slightly Burned Commander Reid said that had the fire entered the ship, consequences to the $45,000,000 craft would have been serious. The flames were fought from the gun deck and through portholes. Gun turret No. 3 was scorched, and the flag on the starboard staff burned away. Another flag was raised within a few minutes as a signal to other navy ships nearby that the fire was in hand.

Just as they hit two or three people either jumped out or were thrown clear of the wreckage. I could see the bodies splash into the ocean a little distance away from the point where the planes hit the sea." Turner said the camera planes were supposed to have circled close together, and to have followed, one on either side of the parachute jumper as he fell.

He expressed belief that possibly sun in the eyes of one of the pilots had caused him to circle in the wrong direction, meeting the other ship almost head-on. WITNESS TELLS OF SEEING COLLISION By BURT WHITE (As told to the United Press) SANTA MONICA, Jan. 2. I was with Capt Roscoe Turner in the third of the motion picture planes this afternoon when the other two planes crashed and caused the death of 10 men. I believe that all 10 died before the planes hit the water.

One plane must have come up from under the other. They locked together, poised for a moment and then fell flaming into the sea. They were mangled and could not be separated. I was with Capt Roscoe Turner, having gone with him to supervise the parachute jump from our plane. We were 500 feet behind the other two planes, one of which was 200 feet above us and the other 300 feet higher.

Everything happened so quickly that we were almost unable to realize what was occurring. As the two planes fell they were in flames. The covering was burned from them before they reached the water. When they struck tiiey broke apart. Four or five circles of water spread out from them in the- sea, I can't Imagine what happened aboard those other two ships.

Both pilots were extremely capable. They knew their business. We had started out from Clover field and headed over Point Firmin. We circled around and got a "take" of the plane leaving. Then we headed out to sea.

We turned a mile and a half west, then went east. It was while we were behind and under the other two planes that the unexplalnable accident occurred. It came out of a clear sky. It was inconceivable. There were no doors on either of the other plane3.

I saw a body hurtle through the air. It must have been a cameraman stationed in the door for a shot from that angle. Declares None Had Any Chance No one In those planes had a chance. None wore parachutes. All must have been dead from the shock and fire before they reached the water.

The advance guard of the second conference of the Young plan for reparations had scarcely arrived here today when talk began of the necessity of a possible third meeting to stabilize the peace of Europe.

The normal work ahead of this second conference has been defi nitely outlined, but the proposed trust agreement between the central banks of the creditor powers and the new bank for international settlements which is to handle col lections and distributions under the Young plan seems destined to meet with some critical opposition. Another question that may prove bothersome embraces the reparations payable by Hungary, Bulgaria and Austria to the "succession states" Rumania, Czechoslovakia, Jugoslavia and Greece. A subcommittee appointed by the first Hague conference has been unable to reach an unanimous agreement regarding the reparations obligations of Bulgaria and Hungary. Aside from these subjects the new conference is to adopt statutes for the bank of internatiqnal settlements and consider reports from committees appointed last August to find methods for liquidation all the hangovers of the past between Germany and the creditor nations. I have seen far fewer Senators under the influence of liquor during the last 10 years than I did during the preceding 10 years. They will get fewer and fewer as the years go by." Senator Jones revealed that he had received many letters recently asking if Congressmen were excused from the laws to enforce prohibition.

"Of course not," he answered tonight. Alluding to reports that "many Congressmen vote 'dry' while they drink liquor," Jones declared that was not a valid argument against prohibition. But the result is also to be regarded in the light of the discussion started at the meeting of the National College Athletic association held last week, with 275 colleges and universities represented, and the challenge of the Carnegie foundation as one of the questions before It. The president of Union college, one of the older schools of the East, actually proposed an end to gate receipts and paid coaches in college athletics, but of course he did not get far with that. However, on the motion of the representative of Stanford university, the Carnegie report was approved unanimously, which in itself is full of meaning. Dorward's arrest followed lengthy official inspection of the theater. He will appear In the sheriff's court tomorrow. The first funerals for the child victims were held today. The Ruth Alexander did not halt to aid in the search because the small boats were close to the scene. W. Carlson, first officer, said: "Most of the passengers saw the planes just after they hit. Probably none saw the actual crash.

Most of them thought that it was a movie and not real." Turner was in a state of pVac-tical collapse at Clover field. He wept as he told of the mishap. He and Hawks were close friends. The only explanation of the crash that could be offered by Turner was that one or both of the pilots became blinded by the sun. A statement issued tonight by Sol Wurtzel, general superintendent of the Fox Film corporation, follows: "It is with the greatest sorrow and regret that we announce the loss of eight members of the studio staff of the Fox Film corporation and two pilots, in an accident occasioned by the collision of two airplanes off the coast of Palos Verdes this afternoon.

The two planes burst into flames and fell into the ocean.

The boat immediately put off and recovered the three bodies that fell from the plane. The third plane, after circling flew back to Clover field. i "We have a force of men and boats searching for bodies through the night around the scene of the accident The aviators employed in the piloting of the camera ships were competent and experienced men, who had long and various experience in photographing motion picture scenes.
