Crowds of shopkeepers, money changers and other citizens formed long lines outside banks, Which were heavily guarded by police. The notes are the two largest in Pakistani currency and are worth, respectively, $100 and 20. The federal government said millions of such banknotes had been removed illegally from East Pakistan since civil war broke out March 25 and were flooding into India.

Radio Pakistan said anyone failing to turn in the notes would be subject to imprisonment for three years, a fine, or both. Senator Stuart Symington (Dem. at whose initiative the session was called, said that activity contravenes the law. He told reporters he would introduce legislation to cut down the American role in what "he called a clandestine war, Senator Clifford Case (Rep. N.J.), emerging from behind the closed and guarded doors, told reporters that a classified report read during the session said the United Stairs was supporting an army of "volunteer" troops from Thailand in Laos.

The total price tag on American activities in that small country amounts to about $250 million a year, he said.
