Curbings, Gutters and 0rna mental Lights to Come Before Trustees (Precis! Staff Correspondence) REDLANDS, July 1. Several improvements were put under way at the meeting of city trustees to day, and others are in the offing to come up later. Among the latter are the curbings, gutters and ornamental lights on Olive Avenue. Citrus Avenue to Center Street, and the sidewalks and ornamental lights on Center Street, which after protest by W. C.

Warner and others was postponed to some time within six months. A new Improvement was covered by a resolution of Intention for a sewer on University Street from Central Avenue to the Southern Pacific tracks, made on petition of Anna B. Mclver and E. Long. Approval was made of the assessment map of the Ohio Street paving.

Approval was made for the laying of a four-Inch water main from Colton and Judson to I.ugonla and Judson Streets, consisting of 3-4 mile of line. Proceedings will be brought In at the July 15 meeting on the east sidewalk on Bond Street, north of Ol ive Avenue, and on the north end of the west side. This was In line with protests from J. M. Nims and others, asking that the sidewalk not be laid in front of their properties.

Work was flered and bids will be asked on a sewer on Columbia Street, Brockton to Western Ave nue, on the paving of Beacon Street, Citrus to State, and on the San Mateo sewex. The city clerk and mayor were authorized to sign the tract map of the West Fern Heights subdivision. Other-details: Bids were received on street sweepers, made necessary. It was believed by some of the board, through the great additional paving. These were referred to the street committee and city engineer, however, and the sentiment of the board Is not crystallized that a sweeper is necessary.

When the budget question was brought up, Mayor Allen Whcaton suggested a general decrease In all to allow for the potential deficit. This was quickly opposed by City Clerk C. P.

Hook, who has the details of the budget in charge, with the reminder that several of the city departments have pruned to the last cent in an endeavor to come within the range of income, and that the general decrease would be a hardship. Trustee A. E. Brock then sug gested the elimination of the bpen- ing of Texas Street and the postponing of the purchase of a street sweeper, estimated at $7,500, together with other similar reductions. This did not meet the general approval of the board, however.

City Clerk Hook believed at this point that as approximately half the expense as set forth In the budget was in the sanitation and highways department, this might be pruned to yield the difference desired, and vet to permit the street sweeper, Texas Street opening and any o'her detail that, as a matter of good business, could be obtained by lopping a dollar here and there. Too many goals quickly become obligations, and It was freedom that I sought and found." One thing stands forth in the Oakland Jurist's mind as the supreme lesson taught to him by his wanderings, that time devoted to getting simple Jovs out of life pays far greater dividends than that devoted to quest after monetary returns. "Money?" he mused. "Yes, It Is essential, but God pity the man or the woman who subserves all else to the pursuit of it. Tou cannot buy happiness with gold, but you can have It for the asking If you seek it in freedom of mind and body through communion with nature. The 'hobo' who ccoks his evening meal over a campfire along the railroad track Is often happier than the man who whirls past him on the upper road In his limousine, going homo to his delicatessen dinner." City Engineer Hin.kley explained the condition as local on one side of Cypress Avenue, brought about by heavy pressure and use at lower points during: the peak" of the day and especially In extremely hot weather.

It has been more or less of an annual complaint, he said, but has been aggraxated in the list 10 days. The fire plugs on that avenue are on another well, however, and the remedies he advised for the condition under protest was attaching the weik lines to the more forveful well, or the Installation of a booster pump to care fir this particular district. The blocks above and below have high pressure at all times, he said The use of water during the heated part of the day and the early evening- brought the thought from Hinckley as to whether or not It might be wise to put the entxe city en the meter system, about one-third being now on a flat rate The peak load would be about Inches, be said. If the mains could carry this, and the meter sys-tern would undoubtedly decrease the consumption of the flat rate buyers and eren up distribution. He did not recommend procedure, and no action was taken by the board.

Trustee F. A. Kimball saw a heavy expense coming to the city on the laying of water mains to far out subdivisions, especially when comparatively few lots are sold, suggested a definite stand by the board as to payment of these Improvements. He believes that the subdivide should pay the expense of laying these mains, and Is entirely willing that rebates fcc given as the lots are sold, on a plan similar to that used by other public utilities. The mystery cf the sudden disappearance of Kinsell, former superior judge and. eminent California barrister, frra his home here some months ago has been solved.

At the time of his departure, following his resignation from the bench. It was said that he had gone away for a "rest." Now all Oakland knows that he was restless rather than resting during his vacation. He Is back home, bronzed and hardened after a vagrant Journey in which he tramped and "bummed" his way from the shores of the Pacific to the AUantic at Jacksonville. Fla. He Is back home with a new aspect ca life, a vision as broad, he says, as the vast land he has traversed.

Judge KinsH's transcontinental "hike" Included what "lifts" could be had along the highways that he followed, but his actual walking averaged from five to CO miles a day. Rides offered him ranged from 40 to as high as 100 miles a day. But there were no "paid fares." nor were there hotel bills to mock derisively at a weakened purpose. Nightly the sky was this wanderer's blanket, the earth his pillow. His course was not planned.
