Today they've been cut to 21 segments or fewer.

The slack is taken up by preemptions: specials, news events, political debates, and the like. Reruns begin earlier. Inexpensive taped shows come on as replacements in the spring instead of summer. Networks say they cannot profit on a series until it goes into reruns. High residual payments to actors would reduce the profits.

Almost every actor denies the claim. They say network profits continue to soar while unemployment lines for performers get longer. A tougher stance Gavin and his new council are getting tougher Gavin says: "Our primary goals at the next negotiations will be an effective limitation on number of reruns permitted in prime time. Either that, or 100 per cent of the original salary every time an actor's performance is repeated on TV. "As reruns have gone up, so has unemployment.

The performer is not only competing against oiher actors, he's competing against himself. "A few years ago the networks were going full blast. It's not just the actors suffering, it's the public who is seeing reruns as early as January. "Now the networks are talking about as few as 11 episodes in a series. The producers are also being squeezed by the networks for fewer segments." There is the case of one famous actor who earned $40,000 to $50,000 a year by appearing in seven or eight dramatic guest shots per season.

John Gavin, president of the Screen Actors Guild, has created an advisory council headed by Raymond Burr to find solutions to the growing trend in television to cut the number of episodes in series among other things. "The purpose of the council," said Gavin, "is to assist in lobbying in government and in representation of guild programs to the news media and the public."
