The document was issued by the magazine Chess Informant and the Yugoslav Export Bank would-be sponsors of the title match which had offered $152,000 in prize money to lure Fischer and Spassky to Belgrade.

The white book reprints telegrams it claims were sent by Fischer and Belgrade chess officials after the International Chess Federation had agreed on financial arrangements for the match. By DAVID SPURR United Press International BELGRADE Yugoslav chess organizers have issued a 50-page "White Book" blaming U.S. grandmaster Bobby Fischer for scuttling plans to have the world championship chess match in Belgrade. The document, issued Friday, also implies that Fischer may cancel his challenge to world champion Boris Spassky of the Soviet Union. The championship match, which had been scheduled for two successive stages, in Belgrade and Reykjavik, Iceland, is slated to be played entirely in Reykjavik in July.

The contract contained provisions which would have constituted a major victory of PBA President Edward Kier-nan over Police Commissioner Patrick V. Murphy. The contract banned one-man patrol cars and mentioned the so-called "basic patrol duty chart of which Murphy had said were not bargainable issues.
