The exchange has not yet selected a developer for the project. But real estate industry sources say NYSE officials have discussed the project with Donald Trump, who had been try ing to interest them in constructing a new exchange building on piers over the East River. The Broad St. plan would shut down the thoroughfare to vehicular traffic and turn a slice of the famous street into private property. The new building would have street-level walkways for pedestrians.

The stock exchange has been searching for more space for most of the 1990s to deal with new technology and the huge increase in trading volume and listings. A 1992 plan to build a huge trading floor and new skyscraper across Broad St, which had a $1 billion price tag, was rejected as too expensive.

The exchange also has looked at sites in Battery Park City, lower Broadway and Trump's East River plan. Stock exchange officials clearly prefer the Broad St plan, partly because it is the cheapest option. The exchange would be able to finance the cost of the development out of its $500 million capital reserve fund. Exchange members also like the idea of adding to their current facility rather than moving away from their historic roots. "This would give us the comfort of staying in our own home," said James McGuire, a specialist who works on the exchange floor.

The plan would add 20,000 square feet of trading space to the 33,000 square feet that the exchange now has. Some 3,300 people work on the trading floor. Deputy Mayor Fran Reiter said yesterday that administration officials will examine the plan closely. She noted that the city wants the stock exchange to stay in the center of downtown Manhattan, which has suffered chronically high vacancy levels since the 1987 stock market crash.

But Reiter also acknowledged that the proposal raises a number of traffic and landmark issues.
