BIG DEFICIT IN FINANCES OF STATE Estimated There Is a Shortage Already of $300,000 and Still Growing. By Associated Press t0 THE SUN.

SACRAMENTO, Dec. 1. Owing to an interview given out yesterday in San Francisco by Senator Cullen of the senate finance committee, declaring that under the new system of taxation there will be a deficiency of $300,000 in the present fiscal year, plus expenses of the legislature, which will be $150,000, and that a special session of the legislature immediately following tne present one might be necessary, considerable conjecture relative to another session Is being heard today. Governor Johnson has not been at the capitol thus far, nor has any statement from the' office been forthcoming. In view of the fact, however, that the financial situation was quite exhaustively considered before the call for the present session was issued, several state officials are of the belief no extra session is probable.

The state treasury now contains about $1,500,000, carried as surplus, representing, mainly, however, unused money from past appropriations. This money can be used to meet an emergency, but If so will have to be made up later on. Savenu Cat Short. In his Interview Senator Cullen sets forth that for the present fiscal year the loss to the state under the new system, estimated, is $3,691,711.51. To reach this figure he adds -to the net receipts of state governmept In 1909-10 the normal increase of assessments under the old system, securing a 'total of $13,901,748.16.

Actual receipts of" the present year have been $11,887,943.46, thus representing a loss of revenue of $2,013,841.51. Adding to this the fran chise tax which could have been levied under the old system as well as the new, amounting1 to $1,677,870, Cullen to tals the revenue loss at almost 000. The deficiency of $300,000 is estimat ed upon the basis of the expense and upon the calculation that all of the money available this year under special appropriations of the last legislature will be used. "Were the legislature in special ses sion to Increase the levy on public ser vice corporations from 4 per cent of gross receipts as at present, to 6 per cent, about $2,000,000 additional annual revenue could be realised.
