Dec 1. (Thurs. day) A "ruthless'' purge of Rumania's fascist Iron Guard spread cross the nation early today under orders of King Carol II after the slaying of 14 Iron Guard leaders by prison police and open threats against the dictator-king. Wholesale arrests were made.

(By Associated Press) BUCHAREST. Nov. SO. Corne-liu Zelea Codreanu, 39-year-old Rumanian Fascist leader, and 13 others serving prison terms for treason with him were killed today as Rumanian authorities struck at terrorism attributed to Codreanu's outlawed iron guard organization. An official statement said the 14 men were killed while attempting to escape from Rumnik-Sarat prison 10 miles from Bucharest and added they were buried in the prison cemetery this morning.

The deaths were expected to bring police and the government to a definite showdown in their energetic and long-standing effort to suppress the Fascist group. DRIVE IN MOTION Codreanu was sentenced last May 27 to 10 years' imprisonment for treason. The drive against the iron guards was set in motion Monday, when Flory Stefanescu Goanga rector of the University of CluJ, was shot and critically wounded by students described members of the Iron guard. During his trial last May the government introduced a letter said to have been written by Codreanu to German Nazi leaders asking help to make Rumania a Nazi country in 1939. Codreanu denied all knowledge of the letter.

Chief among the defense witnesses in the trial was Gen. Ion An-tonescu, former minister of war, who testified that Codreanu was a real patriot Last night General Antonescu was ousted as commander of the third army corps by royal decree. RECEIVE LETTERS Several government leaders were reported today to have received letters from the "legion of death" of the iron guard notifying them they had been marked for assassination. The "legion," a small inner group of terrorists said to be ready to sacrifice their lives to carry out assassinations regarded as necessary by guard chieftains, were alleged to have taken an active hand In events following the assault on Goanga. One such letter was received by the military court prosecutor in Bucharest, saying: "Executioner: The national tribunal (presumably meaning a sort of court within the legion) has determined that you have betrayed national interests and have persecuted the movement.

Therefore, you have been condemned to death. The sentence will be carried out between Jan. 1 and Jan. 15." Two Missing Girls Discovered Asleep (By Associated Press) QUINCY, Nov. 30.

Two four-year-old girls, Betty Gill and Shirley Geddes, for whom an 80-man posse had been combing the woods since they were first reported missing yesterday afternoon, were discovered unharmed half a mile from their home at 9 o'clock last night. Sena tor Norris of Nebraska has accentuated discussion of a third nomination for President Roosevelt by stating his belief that, if New Deal legislation is blocked, Mr. Roosevelt should ask again for public approval at the polls. There is really no longer any doubt about how most of the New Deal Democrats feel about it. They not only think Mr. Roosevelt should run, but that he must run in order to save the many positions and offices which would be vacated if another administration came into power.

Logically, there isn't any good reason why Mr. Roosevelt should be denied a third nomination for the Presidency. Whether he should or should not be elected is quite another question, but basically there is much justification for his being renominated. For one thing, there Is no such thing as a precedent in the New Deal concept History isn't particularly sacrosanct so far as the New Deal is concerned. The third term precedent is just as antiquated so far as the supporters of Mr.

Roosevelt are concerned as the precedent which used to cause a President to refrain from intervening in state elections or congressional contests. Leaving the matter of precedent aside, Mr. Roosevelt is, of course, the logical nominee. He made the record and he alone can stand or fall on it at the polls. To a remarkable degree, the present administration has been a personal government, so, if the people want to approve or disapprove that particular form of public administration, they can only do it by having an opportunity to vote yes or no on a third term for Mr.

Roosevelt. It is being said quite often that Mr. Roosevelt is more popular than his party, and It has been openly asserted by Messrs. Ickes and others in the New Deal entourage that, had the President been running on Nov. 8 last, he would have been reelected.

Clearly, if this is so, then the only way to find out what kind of government the American people want is to let them vote on this issue. Nobody can prove this point, of course, but it is, nevertheless, interesting to find that, in many congressional contests on an out-and-out New Deal and anti-New Deal fight, the people did not support the administration candidate. But it would be most unfortunate if, in 1940, an election were held in which someone other than Mr.

Roosevelt were the candidate of the Democratic party and, if said candidate were beaten, the cry was raised that the Democrats were merely unlucky in their choice of candidate and that the people really wanted the Roosevelt policies sustained. The only way to have a test of whether the Roosevelt policies are to be continued or discontinued is for Mr. Roosevelt himself to make the race. Republicans, to be sure, have nothing to say about it. They do not control Democratic nominations and should have no voice in it whatsoever.

The real persons of influence who might possibly want to prevent Mr. Roosevelt from running are the ones inside the Democratic party who would like to have the nomination themselves. If any one of this number, as, for instance, some of the conservative Democrats, should make a try at the nomination, the position of such a candidate would be clumsily embarrassing from the outset. Such a nominee would have to try to adhere to Rooseveltian policies sufficiently to hold that group of supporters at the same time that an effort was made to retain conservative support. The only chance a conservative Democrat has is to run for the Presidency on an independent ticket, because the New Deal will control the next convention, and, if Mr.

Roosevelt isn't the nominee, he will name any man he wishes, not excluding Harry Hopkins. The fact is the two-thirds rule was abolished last time, and, by a simple majority vote of the officeholders who will be delegates to. the next Democratic national convention, as they were in the last one, anybody can be nominated who has the Rooseveltian stamp of approval. Vice-president Sergio Osmena of the Philippine commonwealth revealed in an interview that the insular government is engaged in a vast national defense program designed to guarantee the islands against aggression by making invasion "prohibitively difficult and expensive." Osmena, who is here to ask congressional approval of a proposal to extend the Philippine preferential trade treatment until 1961, said that his government plans to have a trained "citizen army" of 2,000,000 by 1956. MOBILE UNITS The defense program, he said, is under the direction of Maj-Gen. Douglas MacArthur, former chief of staff of the U. S.

army, who was enlisted as military adviser to Commonwealth President Manuel Quezon. He added that plans were developing to have complete mobile units on every important and strategic island of the Archipelago. "The fact that we have thous ands of islands is a point in our favor in making it possible for a 'citizens' army" to defend our coun try against any possible invasion," he said. INCREASED TRAINING "Such a large proportion of our population will be well-trained and efficient parts of an emergency military organization that it will be a forbidding undertaking for any nation to think of Invading the islands with a view to conquest. "We are training 40,000 men a year for six months each and we have in addition a revolving stand ing army of 20,000.

"Anti-aircraft defense Is being de veloped, and a 'mosquito fleet' of small, fast boats to facilitate communications and liaison will be constructed." FOLLOW SWISS PflAN Osmena said that the; program, launched in 1935 when the insular government became a commonwealth government in preparation for political independence on July 4, 1946, was being modeled on the famous Swiss plan. He said that the Philippines, when they become independent, will be able to maintain political integrity. The economic aspects of inde pendence will constitute the only threat to stability, Osmena Indicated, unless Congress alleviates "imperfections and Inequalities" In the present independence act. Man Confesses Two Theater Robberies (By Associated Press) BEVERLY HILLS, Nov. 30.

A man identifying himself as Walter David Landl, 24, of Chicago, was held in jail here today after he told Chief of Police C. L. Dice of Santa Monica that he had robbed two theaters in this locality and shot a man who attempted to halt him. Chief Dice said Landl walked into Santa Monica police headquarters with the announcement: "I want to confess and take the rap." The chief quoted him as declaring he held up a Beverly Hills theater last June and one in Hollywood the following day. Los Angeles police records disclosed the theater robber had stolen an automobile from a nearby parking lot and shot Frank V.

Authorities said they were not holding anyone in connection with the case and refused to name the persons who they suspected of complicity in the sending of a note demanding $500 from William Beil hartz, father of the missing boy, on promise that his son would be returned. GONE SINCE JULY The five-year-old youth disap peared in Estes park last July 3 while his parents were there on a holiday camping trip. More than 1,000 searchers combed the area for two weeks even damming up streams and searching creek bot tomsbut no trace of the boy was found.

Beilhartz, however, was unshaken in his belief that his son was still alive. He theorized that the blond headed youth had been picked up by tourists in the area. "We were camped close to the transcontinental highway that runs through the park," the father said. "Someone picked him up in an automobile. I'm confident that he is in some distant city." BASED ON THEORY He had expressed this belief many times and police said they believed some person had read of Beilhartz's faith in the eventual return of his child and decided to capitalize on it.

The note was based on this theory, saying "The boy doesn't take to us." It instructed the father to leave $500 in a tin can a block from the Beilhartz home and the boy would be "returned In 24 hours." Insurgent Air Raid Kills Eight in Spain (By Associated Press) MADRID, Nov. 30. Insurgent air raiders attacked a passenger train In government Spain and killed eight persons and wounded 50, including 19 women and children. The train was running between Jaen and Alcaudete In southern Spain. Veteran Physician Dies in Los Angeles (By Associated Press) LOS ANGELES, Nov.

30. Dr. Peter Olof Sundin, 61, obstetrician and gynecologist who had delivered more than 10,000 babies, died at California hospital, where he had been a staff member since 1908. Two Perish in Naval Bomber (By United Press) SAN DIEGO, Nov. 30.

Hurtling downward out of control, a naval scout bomber dove 700 feet into the ocean off Point Loma, carrying two men to death, navy authorities disclosed today. The accident occurred late yesterday. Those killed were: Aviation Cadet Thomas A. Jaeger, 23, Lansing, U. S.

naval reserve pilot; and Leroy R. Swanson, 19, Los Angeles, seaman, second class. Neither plane nor bodies were recovered despite an intensive search by destroyers and scouting planes.
