Schmid said it depends on whether Fischer continues his boycott. He added that the World Chess Federation FIDE could step in at any time and disqualify him. But Dr. Max Euwe, president of the organization, said Schmid was still in charge of the match and must decide how to handle the American. Instead, the officer may plead with the suspect to speak up in his own defense and warn him that to remain silent, when he has a chance to talk, may be used against him at his trial. That is only one weapon in a new arsenal of so-called legal equalizers proposed to help the traditionally unarmed bobby in his battle against increasing crime.

That and many others as revolutionary have been recommended by Parliament's Criminal Law Revision Committee after eight years of study. It appears certain that some of the proposed revisions will be enacted this year, but not until after bitter national debate, both in and out of legal circles and the government. Some alarmed critics already contend that the basic concepts of British fair play justice will be imperiled. The vocal opposition began almost immediately after the committee headed by Lord Justice Edmund Davies, a lord justice of appeals, released its 258-page report beginning: "In recent years, the balance of advantage under the present law has swung too far in favor of the defense the law of evidence should not be less tender toward criminals generally." Acknowledging that some of its recommendations would have the effect of altering the law in favor of the prosecution, the report urged these major changes: Wives could be called upon to testify against their husbands. Fourteen-year-old witnesses would be treated as adults.

The accused would have no so-called Fifth Amendment protection against self-incrimination in questions about the crime charged or about any other offense directly or indirectly tending, to show he committed the offense changed. What were called large inroads would be made into the rule against hearsay evidence, allowing the admission of any out-of-court statement if whoever made it is called as a witness, or cannot be called because he is dead. My car does not have a mechanical problem.

Your car's fuel distribution problem may be so severe that HTA can't eliminate it completely. Without the additive, it might be much worse. 12. Does HTA clean the carburetor? Yes. HTA is an effective detergent additive.

If your car is hesitating because of skimpy fuel flow, Esso gasoline with HTA may be all you need. Try a couple of tankfuls, and see. We can't guarantee our gasoline will help clear up your hesitation problem.

Because sometimes it's a purely mechanical problem that no gasoline can do anything about. But in many newer cars, hesitation is caused by a skimpy flow of fuel. It's the result of stringent emission controls built into all cars since late 967. And our HTA9 additive was specifically formulated to help correct this kind of hesitation. Can it? Yes.

But a lot of people still don't believe it. They ask a lot of pointed questions. Here are some of the most frequently asked, with the answers: 1. What exactly is hesitation? Hesitation can occur if the gas pedal is pushed down rapidly when the engine is idling or running at moderate speed. Instead of smooth acceleration, the power sags momentarily and the car falters or "hesitates." Hesitation can be caused by purely mechanical problems or it can be related to fuel distribution.

2. What mechanical problems cause hesitation? Electrical problems, a malfunctioning distribufc- and slippage of the transmission are examples of mechanical problems that can cause hesitation Gasoline can't help cure hesitation caused by these problems. 3. When is hesitation caused by poor fuel distribution? Poor fuel distribution is at fault if not enough gasoline is getting through to all of the cylinders. Here's how it happens: when you step on the gas, a small plunger in the carburetor squirts additional fuel into the air stream in the carburetor.

This extra squirt of fuel is needed to provide the power for rapid acceleration. Some of the gasoline, however, has a tendency to cling momentarily to the rough walls of the intake manifold on its way to the cylinders. If too much of the fuel clings to the walls, some cylinders will literally "starve." 4. What does HTA really do? When added to a gasoline. HTA (the name is derived from a complex chemical compound in the additive) can provide more even distribution of that fuel to the engine's cylinders.

More even fuel distribution can reduce hesitation, lower hydrocarbon emissions and give a small but real increase in mileage. 5. Why does hesitation occur more frequently in late-model cars? In older cars, when the special plunger in the carburetor is working properly, enough gasoline is injected so the amount that gets hung up on the walls isn't missed. In other words, there's more than enough fuel to go around. But in 1 968 (1 966 in California) and later models, less gasoline is being squirted in when you accelerate.

(This is one of the many modifications to engines to help reduce exhaust emissions.) The result is that the part that gets hung up is missed. Some cylinders momentarily don't get enough fuel to provide the power needed for rapid acceleration. This can cause hesitation. 6. Why does hesitation occur in some cars and not others of identical make and model? Because of manufacturing tolerances, the small plunger in the carburetor can deliver more or less fuel on acceleration.

Those engines receiving less fuel are more apt to hesitate. 7. Is there any reason why a mechanic can't adjust the little plunger to squirt more fuel? To do so would result in some cylinders getting even more fuel than they can burn efficiently. Some of the excess would go out through the exhaust as unburned hydrocarbons and this could violate the idea of the emission control laws. 8.

How does the Esso additive HTA help cure hesitation? HTA reduces the "wettability" of the manifold walls by gasoline.
