Miss Unsel said that under the bill, land already developed in the meadowlands and the buildings there can be swept away through condemnation proceedings. "There are many buildings and lots there now which the experts might call blighted," she continued in a prepared statement, "and private property may be lost in the comprehensive plan for the area." In a decision unprecedented in New Jersey, four F. B. I. agents who had been subpoenaed in a criminal case were excused from testifying yesterday by Superior Court Judge Morris Pashman, sitting in Hackensack. Judge Pashman granted the immunity on a motion by Assistant United States Attorney George J.

Koelzer of their Republican opponents in Bergen County have been urging that the land be developed for industry, recreation, and educational purposes. Some have even suggested that parts be used for residential purposes. Miss Unsel, who has proposed that the undeveloped areas be developed into an everglades park, called any plans for urbanization of the meadows impractical. She warned against creating a 'sinkable city' on filled-in land and noted that some buildings there were cracking because of sinking foundations. The region is already highly urbanized, she added, and further development will only increase air pollution.

Quartet Newark. The Judge held that disclosure of information by F. B. I. agents affects the security and well-being of the nation.

He also recognized an executive order which prohibits any officer of the Justice Department from disclosing information without the approval of the Attorney-General. The subpoenas had been served in behalf of Robert Toscani of Lodi, and John Gallucci and Albert, Avella of Garfield. They have been charged with receiving stolen goods. Koelzer's motion was opposed by the defendants' attorney, Richard M. Glassner of Newark, who said he will appeal the decision next week in the Appellate Division of Superior Court.

The agents had been called to testify on another motion to dismiss evidence against the B. A. A program of testing and evaluating regrooved tires used on motor vehicles operating on the nation's highways will soon be undertaken by the United States Highway Administration. Lowell K. Bridwell, Highway Administrator, said he has directed the agency's National Highway Safety Bureau, the Motor Carrier Safety Bureau, and the Bureau of Public Roads to carry out the program jointly. The study was prompted by the recent death of a passenger and the injury of several others when the bus in which they were riding skidded off a road in western New Jersey. The tires on the bus were later found to be of the regrooved type.

Excused trio which was gathered by Garfield police. Glassner's associate, Salvatore A. Brancato of Newark, was granted a postponement until July 21 on that hearing, pending the Appellate Division ruling.
