What Officials Say Municipal officials and recreation directors in many of the towns that have no swimming facilities state that facilities exist in neighboring communities for their residents, or their residents have their own backyard pools. However, not every recreation director says the municipal pool is the answer. "In some cases, the town is better off having a private developer come in and build a pool and permit only residents to use it.
