'1 DAILY NEWS i mm WtnJ BiMS CHARLEY AND THE ANGEL (Disney. $69.95) 94 min. One of those Fred MacMurray classics. Fred is a miserly storekeeper who is visited by an angel (Harry Morgan) new to his trade, and there are all sorts of mishaps and mayhem. Cloris Leachman and Kurt Russell also star.

Some of the original performers also are featured, like Felix Cavaliere, who is surrounded by dancing pill containers in "Good LovinV Amazingly, there is one clip which survives all this Lesley Gore's "It's My Party." It features a clever plot in which international "girl terrorists" steal boy friends at Sweet 16 parties. Now if we could just train them to steal all the "Deja View" tapes from the video stores. They easily could be replaced with the just-released first volume of Dick Clark's Best of American Bandstand (Vestron. It's a collection of 14 "kinescope" performances from 1957-60.

Consequently, the picture isn't great (It was filmed off a TV screen during the original live telecast) Also, only two of the performances are live (Buddy Holly and Jerry Lee Lewis). Still, the lip-synched performances will give the historically-minded an important glimpse of pop's early machinery at work. Well, apparently producer Joel Gallen thinks you can't wait That must be why he came up with the bright idea of taking some of your favorite hits from the '60s and matching them with some of the worst video cliches from the '80s. The resulting monstrous, alignment now is available at your local video store under the title Deja View (Karl-Lori-mar. Actually, many of the clips, included on the tape first were aired on a TV pilot earlier this year, and producer Gallen is threatening to create more for a full fall series. If there is a God, he will fail.

Technically, the clips included on "Deja View" look like they were shot through a lens covered with waxy yellow buildup. Conceptually, they're almost as murky, favoring lame-brained enactments of the lyrics or spastic attempts at "Twilight fantasies. The most notably dumb plot accompanies Procol Harum's "Whiter Shade of Pale." It's so incoherent and arty that even its star, Harry Dean Stanton, looks confused. Ten directors were in volved in the making of clips, but they all show the same stunning lack of style and rhythm. Altogether they trivialize 10 big hits, including "The Letter," "Bus Stop: Video Memories.
