4-H CLUBS El FIE-UTEIf INMOUNTAINS More Than 150 Participants, 75 Guests Return After Outing at Radford With the annual five-day encampment of San Bernardino county 4-H clubs at a close, 150 members and leaders and 75 guests had returned to their homes yesterday from Camp Radford. It was described as one of the most successful 4-H camps ever held, bulng In session since Sunday, according to Mrs. Ella Hertel, wife of J. P. Hertel, assistant farm advisor qnd in charge of county 4-H activities.

A series of talks and hikes, sponsored by the forestry department, were held under direction of Rangers John Smith and Horace Jones. ALL-DAY HIKE HELD An all-day hike was held on the third day of the camp. It was led by Kenneth Garner, of San Bernardino. Sunday evening vesper services were Under the direction of Mildred Smith and the San Bernardino Rainbow Girls. H.

B. Richardson, assistant farm advisor of Riverside county, and Elmer Finkelbinder, of Los Angeles, presented a series of motion pictures on 4-H work. The annual plant and flower demonstration was participated in by nearly 75 of the camp members. CRAFTWORK DISPLAYED Closing the event was a display of craftwork. One hundred completed pieces, including crepe paper novelties, string belts and leath-ercraft, were displayed.

A 15-page camp paper was published by senior 4-H members, under the director of Pauline Johnson, of Fontana. Fire-lighting ceremonies were by the Fontana Busy Bees and daily flag-raising ceremonies by the Freemont 4-H clubs. J. Manning as resi dent manager. Mr. Manning has been in the in vestment business in San Bernardino for the past 10 years and was formerly manager of the invest ment department of the Southern California Edison Co. Associated with Mr.

Manning in the branch office here will be Louis J. Bonnett as customers' man and Miss Helen M. Johnson as secretary. A New York stock exchange Trans-Lux' and board are installed and complete facilities are maintained for trading on all exchanges and commodity markets. The office will have a complete statistical service for the convenience of clients.

KNX Church of the Air, Harold TH RITE HI REDETERMINED San Bernardino county's assess ment rolls for the 1937-38 year yes terday were turned over to the board of supervisors by Assessor Max A.

Cranmer. The assessed valuation of prop erty in the county for the new fiscal year i3 $99,052,520 or $1,813,360 high er than the valuation of the 1936 37 year. The board of supervisors will sit as a board of equalization for two weeks beginning July 12 to hear any complaints on assessment val uations. The valuation showed a large increase due to the building boom of the past year which extended to all parts of the county, increasing the valuation in the city alone $500,000. A deduction of $117,000 was made in assessments of citrus groves in the county due to the severe frost in January.

THE MAYOR SAYS: By C. T. JOHNSON, Mayor of San Bernardino The discussion of Saturday night closing for certain types of business houses In San Bernardino has developed into an interesting problem. Proponents and opponents of such a move have expressed themselves fully on several occasions with nothing definite having been accomplished so far. A variety of opinions seems to prevail.

Other cities have been confronted with the same condition and their action has been equally diversified. In Riverside, Colton and Redlands as well as in our own city, efforts have been made on several occasions to develop some uniformity of action, all of which have reverted to a few places of business holding out for closing Saturday evenings at 5:30 p. m. or 6:00 o'clock, while others have either not conformed or have tried it out and gone back to closing at 8 or 9 o'clock. CHAMBER'S EFFORTS Some time ago the merchants of San Bernardino through the retail division of the chamber of commerce, established working hours In their establishments conforming to a shorted working day.

With few exceptions ttiis was adopted and publicized in the press. The reaction from the public was generally favorable. Certain forms of establishments were exempted due to the nature of their business. Following the lead of our merchants cities adjacent took similar action. Colton went even farther, and had first reading before the city council of an ordinance regulating hours.

It soon became apparent that some firms were not favorable to the new regulation and it would be impossible to get their cooperation. Some refused to continue closing and attempt to compete with those staying open, and went back to the old order. Many firms have continued to close Saturday evening despite the competition. CLERKS TAKE ACTION Only recently the clerks Involved, realizing that the merchants by whom they were employed were meeting opposition, organized to bring out public sentiment favorable to this idea. It was felt that public opinion could be developed sufficiently to make such a move universally acceptable.

A campaign to enlist the aid of shoppers toward early buying was Instigated with a degree of success. Nothing has developed indicating the Intention on. the part of all merchants to follow this program in its entirety as yet. During the summer months especially, there is a tendency quite generally, to shorten working hours. In the larger cities leading merchants.

have taken a very definite stand toward not only Saturday night closing, but Saturday afternoon closing as well. Their contention has been that it develops a better spirit among their employes, eliminating any possibility of disgruntled customers because of overworked nerves on the part of a salesman or saleslady. PUBLIC OPINION It is considered feasible from the standpoint of efficiency in their own personnel. The clerks realize this condition and are favorable. It is a matter for public opinion to decide.

Many types of business cannot be expected to observe these work ing hours. It would not be practi cal from any standpoint for a serv ice station or a drug store to close at 6:00 o'clock and inform the tourist that gas is no longer available and he must stay in town until the stations open in the morning. Nor could we determine when a sick child may need the service of a doctor or a druggist. But in the purchase of a shirt or a suit of clothes, I do not feel that a clerk should be required to give up the little time left him to spend with his family or in recreation, to serve my belated wants. RECREATION BENEFITS It has been suggested that our neighbors from the desert or mountains would be offended if it were not possible to come to town in the evening.

It is felt that they may be induced to go elsewhere to shop. Early Saturday closing would actually be appreciated by the recreational sections within the county which would benefit by the additional business they could naturally anticipate from the employes them selves. Our neighbors look to us more than we realize at times to take the lead in such progressive mea sures.

Since the instigation of beautification, safety and recrea tion programs in our city, many other communities have followed with similar activities in their own localities. It is proper that San Bernardino, the county seat of the largest county in any state in the union, should develop that leader ship among our sister cities which is expected of it. ADDITIONAL TIME Every new measure which effects the citizens of a community such as a change in the business hours of its establishments should be thoroughly considered from every angle possible. The convenience of the public is entitled to every consideration, for upon their patronage depends the success of our institutions. Our obligations to not only the neighboring communities but to the large shopping area which we have developed adjacent to San Bernardino, must be considered.

To my mind, the most important phase of restricted working hours is the additional time which is allowed our salespeople to enjoy the fruits of their labor. The family is basically the foundation upon which we have built a successful civilization. To encourage better home conditions will insure future national stability and general contentment among all classes. They are asking us to help in a very small way, this program for better working conditions. Take Bob Burns with amnesia, Martha Raye as a lovelorn lass who wants a husband and doesn't care where she finds him; Terry Walker as a mountain beauty, John Howard as a hillbilly, with a back ground of toe-tickling tunes put all these together and they spell "Mountain Music," a riotous new comedy at the California theater.

In the story Burns runs into Martha Raye in a strange city. Bob suffering from amnesia, thinks he's wealthy and so does Martha and when they discover he's only a hillbilly who ran out on marriage to a girl he doesn't love, it's a shock to both of them. Terry Walker, the girl on the magazine cover, plays the jilted sweetheart, is looking for him so his brother, John Howard, can be freed of a charge of having murdered him. The trio, Bob, Martha and Terry, return to the hills just as Howard is about to be convicted. The judge and jury recognizes Bob but decide John is guilty anyway.

Martha takes things into her own hands and settles the argument with a combination of the familiar Raye lung-power and a fire hose. Fuzzy Knight, noted hillbilly comic, and Rufe Davis, the only person who can "out-mugg" Martha Raye, also are in the cast. Sponsored by the Montgomery Ward store of San Bernardino, prizes were awarded the best decorated bicycles on the stage of the California theater at a matinee performance, to which the contestants were admitted free as guests of their sponsors. He forgets also his girl friend, Miss Weston, who was a waitress in San Diego. But when his leave of absence expires he has to return to the marine company and is assigned to duty in China.

There he gets a chance to perform a heroic feat and save a comrade, which restores him to the regard of his fellow marines 2nd his girl friend, too. Other notables in the cast are Hugh Herbert, Allen Jenkins, Larry Ad-ler, the harmonica champion, Lee Dixon, the eccentric dancer, and Veda Ann Borg. "Armored Car," with Robert Wilcox, Judith Barrett and Cesar Ro mero in leading roles, is an exciting melodrama, revealing the thrilling incidents that occur in the loves of men who guard armored trucks which convey huge sums of money and securities. Wilcox essays the role of a guard, with Irving Pichel as the master mind of the underworld who tries to rob these modern treasure galleons. Wilcox, in love with Miss Barrett, is discharged under circumstances which cast suspicion on his honesty.
