Fashion designer Nettie Rosenstein is dead at 90 NEW YORK (UPI) Nettie Rosenstein, the designer who made "the little black dress" a must for women in the 20's and 30's, died Thursday night at Doctor's Hospital in Manhattan at the age of 90. Mrs. Rosenstein, who designed gowns for Mamie Eisenhower, Dinah Shore, and Norma Shearer, started her first business in 1916 in her Harlem home. By the early 20's she had become one of America's first "name" designers. She brought the idea of a simple black dress to America from Europe, where wealthy women favored understated, less-is-more styles.

Mrs. Rosenstein adapted her own designs, making the black dress a basic part of a stylish American woman's wardrobe. Despite several attempts to retire, Mrs. Rosenstein was active in the dress business until the mid-60's. She is survived by a daughter, Clare Rosenstein, and a son, Jerome Ross, both of Manhattan, and three grandchildren.

The most visible sign of this transformation has been an advertising campaign instituted last fall that recognizes the I980's as the "decade of the Hispanic." By 1985, Hispanics will have supplanted blacks as the largest minority in the United States' according to predictions.

It is estimated there are 20 million Hispanics with an income of 30 billion per year. However, despite the size and health of the Hispanic community, its leaders say its market potential has been virtually ignored by American business. "On the part of corporations in general, there has been an underestimation of our worth as Americans and our very important role as consumers," said Ruben Bonilla, president of the League of United Latin American Citizens, one of the nation's oldest and largest Hispanic organizations. Bonilla, a San Antonio, attorney, said Hispanics have been particularly offended by American brewing companies, which long have accorded token recognition to the sales potential of the Sanish-speak-ing market but have done nothing to promote the community's advancement He said brewers traditionally limit contacts with Hispanics to setting up hospitality suites at conventions. Brewers "should stand indicted for their lack of initiative," Bonilla said.

Until recent years, Coors was no exception. In fact, it was considered one of the worst offenders because its production facilities, in Golden, and market strength are in the Southwest, a region encompassing 60 percent of America's Hispanic population. According to Leo Cardenas, LULAC'snational director of publicity in Denver, Coors's policies, particularly its hiringpractices, came under fire in the late 1960's with the rise of Hispanic activism and amid charges that' the company's politically conservative owners opposed the equ ghts amendment "People at the brewery were unresponsive at that time" to critism by the American GI Forum that Hispanics were not represented in Coors's management, Cardenas said. The forum, created 31 years ago to further the rights of Mexican-American veterans, responded by calling a boycott against Coors beer that gained na tional support among Hispanics. The boycott finally ended in August following what Cardenas called "a sincere effort" by Coors to patch up differences with Spanish-speaking America.

Detailing Coors's recent involvement with the Hispanic community, Cardenas said in addition to providing funds for education and membership drives, the company is making an effort to include Spanish-speaking Americans in management He pointed Out that the company's public relations and purchasing directors and a vice-president with its Denver distributor are Hispanics. Bonilla estimated Coors has donated over $200,000 to Hispanic organizations in the last four years. The change in thinking by Coors has been motivated by more than altruism. The head of the advertising agency in charge of Coors's Hispanic campaign said the company's rapprochement with the Hispanic community was based on a desire "to heal those wounds and on the understanding that the Hispanic is an integral and important part of the United States and drinks more beer than his Anglo counterpart by 50 percent" FUNERAL HOME, INC. VltoRKEDf): I WW 11 -Ef 2 4 Catholic schools hike teacher pay SAVE YOUR ENERGY By KL Klein Stan Writer Lay teachers working in the 82 schools SHOP $8,900, an increase of $200. At the top of the scale, instructors in their 15th year with 30 credits beyond their master's degree will be receiving $12,831, $3,331 more than last year. High school teachers with the same qualifications will be getting $15,902, $1,374 over last year's scale. Father John J. Carroll, superintendent of the diocesan schools, said the difference in salary guides is due to the higher tuition levied in the high schools.

Elementary schools base their tuition on a rate of 55 percent of the facility's operating cost which high schools are allowed to charge up to 85 percent The new scale also provides for increments of $225 to $500 each year through the 15th year. Vic Winkler, managing editor of The Beacon, the diocese's official publication, said that the salary rates compare fa vorably with what lay teachers in other dioceses receive. For elementary school teachers in the Newark Diocese, the base rate is $5,200 and in Trenton, under $5,000. Teachers in New York do somewhat better. In the Manhattan Archdiocese, teachers are negotiating for a base in excess of $7,000.

In Brooklyn, they begin at $8,400 and in Philadelphia, the starting point is $8,200. of the Paterson Roman Catholic Diocese will be receiving modest salary increases in Salaries are being raised across the board.
