The amendment had been approved by the Board of Estimate on March 18. With construction work currently in progress on the Brooklyn and Williamsburg bridges, the advancement of the Manhattan Bridge project will mean immediate traffic problems for motorists using all three East River bridges connecting Brooklyn with Aerobics Pws Pr09OrSSLuce Roberts Manhattan. The budget change had been requested by Mayor Koch earlier this month. The mayor said in a letter to the Council and Board of Estimate that the long- fl Jk outs it a range Manhattan Bridge project will provide "for the reconstruction of all the deteriorated elements required to restore the Manhattan Bridge to good condition.

The budget amendment increased to nearly $10.1 million the money available this year for the first two phases of the reconstruction project, which will have a total price tag of $85.8 million. The city's capital budget for the current fiscal year had appropriated $2.8 million to cover the first phase, but state officials advised the city's Depart ment of Transportation that design work had been completed on the first two phases of the project and that both could proceed.
