Gliedman and Spektor last week said that one way to stem the loss in SROs is to give landlords tax abatements when they rehabilitate their buildings for continued use as an SRO.

THE CITY COUNCIL earlier gave its approval for the abatements, and last week Gliedman and Spektor proposed some technical changes that would make it even more attractive for a landlord to spend money Improving his SRO. For instance, said Spektor, there should be written into the law a specific provision for abatements when work is done on the switchboards that many SRO hotels have. Another suggestion by the city housing officials would give SRO tenants the right to ask for a six-month lease and would require landlords to notify their tenants that they have that right. While prefacing his comments by saying that he applauds much that the city has been doing in recent months, City Councilman Edward C. Wallace (L Manhattan) criticized Gliedman for not going even further in giving SRO tenants some of the rights enjoyed now by people living in rent-stabilized units.
