8. 1975 RCCAA Looks Forward foTest Year Joe Fowler, executive director of the Raleigh County Community Action Association, sees a year of "consolidation and improved efficiency" for the organization in 1975. The recent signing of fhe Community Service Act by President Ford should help make 1975 a better year for RCCAA. Fowler siad the major goals, for RCCAA at present are moving into its new office building on i Raleigh County Armory- Civic Center on Armory Drive and expanding the transportation system to the point where it will be taken over and supported by the Beckley-Raleigh County Transit Authority. The 2.81 acres of land on which the new RCCAA office building is located, was leased from the West Virginia Commissioner of Public Institutions for a 30- year period. Construction of the--building began in August and after a slight a i RCCAA expects to move into the building by the end of this month.

a a i Remuneration Incentive Program (TRIP) was first planned in March when the West Virginia Public Service Commission granted a certificate of convenience to RCCAA. Fowler said. Looking back on the accomplishments in 1974. Fowler pointed out that the i a achievement was the creation of the Raleigh County Interagency Council. "The i a organized in August and is basically a social service directory.

The council is comprised of state, federal and local social service agencies and also some private agencies. All of the organizations get together to coordinate and survey their work in a particular area." Fowler said. According to Fowler it took some time to establish any type of cooperation with the county and city agencies because RCCAA a i "viable."
