(Bv Arso'-lated Press) SAN DIEGO, Sept. -An American woman and three Mex- lean men were injured by pistol shots fired by a Tijuana police officer today on the main street of the border city, when the officer, Juan Arce, tried to investigate an automobile crash, it was learned tonight. The American woman was Mrs. Ben Quibelle, 851 South Vermont street, Los Angeles. She received a severe wound in the left arm just above the wrist and was treated late tonight at the police emergency hospital here.

The names of the three men who were hurt could not be tonight. Quibelle, with her husband, a restaurant owner in Los Angeles; in companv with Mr. and Mrs. Joe Cotter, also of Los Angeles, had gone to Tijuana today, they told local police. Late in the afternoon there was an automobile crash on the main street.

With a number of other people, they said, they went to the scene to see If anyone was injured. Panama canal will be crowded by commerce of the nations, Secretary Good has taken steps to stave off the traffic jam by providing the erection of a $12,000,000 dam at Alhajuela, Canal Zone, to provide additional storage water. Recognition of the need for ad-1 dltional water has followed a con-1 ference here at which Gov. Harry Burgess of the Canal Zone told Secretary Good that the annual water shortage was threatening the rapidly growing traffic over the waterway four months out of the year.

The secretary approved a suggestion by the governor that $2,000,000 be asked of Congress in December to begin immediate con struction of the dam The structure would be approximately 170 feet high, forming a reservoir covering 22 square mile3 and providing for storage of 22 billion cubic feet of water, besides aiding In the control of the Chagres river during floods in the rainy season, which are a menace to navigation. Preliminary work on the proposed structure has been carried on in recent years through a $300,000 appropriation, but the undertaking of the project has yet to be sane- tioned by Congress. It is estimat ed five years will be required to complete the work and Governor Burgess regards it as the most Important constructive feature In canal administration and development.
