Vandenbergen, chief of the Belgian army's general staff resigned last night and it was reported without confirmation that he had opposed recent demobilization of certain military classes. Lieut.

I STATE INOUIRV INTO SCHOOLS SISTEM USED Board of Education Acts While Graves-Kelty Controversy Continues Unsettled (Continued from Page Eleven) organization's request, Dr. Huls declined to vote, stating that he felt he did not have sufficient information on Technocracy's views. Burner of San Bernardino appeared before the board in behalf of Technocracy. He denied that the organization was opposed to the constitution and offered evidence which he said proved it is not political in nature.

Another move In untangling the problem of repaying Nineteenth street was made. The board approved a plan, proposed by City Engineer Gordon E. Stewart, providing for paving the street in front of the property of owners willing to pay their share of the cost. TO DROP PROJECT This move, he said, will result in the resurfacing of the entire south side, of the street and all but three or four sections of the north side. The section of street in question forms the north boundary of the high school campus between and streets.

Because of a new regulation of the W.P.A., the school district will discontinue the museum project it now sponsors, members agreed. Mr. Graves reported that sponsors are now required to pay 25 per cent of the cost of such an undertaking, materially raising the district's expense. A contract with Long Beach city schools for the education of a boy legally residing in San Bernardino, but who is attending school there while visiting a relative was approved. The superintendent explained the contract would make no additional expense for the San Bernardino district.

The board agreed to send one high school principal and three Junior high school principals to the state high school principals' convention March 18-22; two elementary principals to another convention at the same time; the art supervisor to the Pacific Arts association meeting in Pasadena is April, and the music supervisor to the national music educator's convention March 30 to April 5 in Los Angeles. School's Gymnasium Will Get Exit Signs Additional safeguards against panic in the event of fire in the San Bernardino senior high school gymnasium will be installed under recommendations of the buildings and grounds committee, approved last night by the school board. Following suggestions of H. A. Purden, City fire inspector, exit signs will be placed over the west doors of the gymnasium, similar signs over stairs in the balcony and panic devices over the west two doors.

The cost was estimated at $200. The committee also was instruct ed to study requests of parents for protecting Arrowview junior high and senior high school students from rain and muddy grounds. A petition signed by 35 persons asked that covered walks be placed between all buildings at Arrowview. High school parents asked that some sort of walk be laid between the gymnasium and the administration building. Marine Corps Will Close City Station The sub-district U.

CITY records I I I Nil SI PRECIPITATION Blanket of White in Mountains Pleases Resort Owners Who Look to Winter Sports (Continued from Page Eleven) peratures with gentle, changeable winds off the coast." Although the storm brought heavy rainfall to San Bernardino, no damage was reported. In Los Angeles yesterday, however, traffic was interrupted during the morning rush period by water overflowing from clogged gutters and drains.

Several transcontinental planes were forced to change departure schedules because of low-hanging fog. JOYOUS AT SNOW The rainfall total for San Bernardino is above that of last season to date, with 11.22 inches recorded this year. Last year the seasonal fall to date was 11.10 inches. Big Bear resort owners were joyous at the snowstorm, but expressed fears that not enough would fall to provide for the previously postponed winter sports carnival sponsored by the Los Angeles junior chamber of commerce. Flames Rage in Battery Shop of Santa Fe Line (Continued from Page Eleven) the blaze started from a short circuit in either the large Southern California Edison company transformers on poles above the structure, or in some of the electrical equipment In the shop.

No estimate of the damage could be made last night. The shops and yards were largely in darkness because the power supply to the transformers at the building, which furnished light for that section of the yard, was shut off soon after the blaze started. Santa Fe Fire Chief L. E. Moo- dy and his crew of 10 men arrived within a few minutes, and with two engines were able to prevent the fire from spreading.

The headquarters squad of the San Bernardino fire department also answered the alarm. IN THE SHADOWS JOHN CAPELL Funeral services for John Capell were held at 2 D.m. vesterdav at thp Mark B. Shaw Memorial chapel with the Rev. Jesse Smith officiating.

Governor Olson included such a plan in his call for the special session. The Indications are, however, that the legislature may not regard the reform in the set-up as an emergency and will decline to consider it at the special session. The measure would go on the November ballot If two thirds of the members of each house of the legisalture voted approval.
