At that time, the Department of Transportation requested that the access areas be permanently closed on the grounds that they create a traffic hazard, according to Mary Ann Carey, the district manager of Board 9. Boards 6 and 9 share jurisdiction over the adjacent Kew Gardens and Forest Hills communities. Board 9 has requested that the Department of Transportation take a survey to determine how many cars are diverted into the community when the subway access areas are closed, Carey said. The agency is supposed to provide the board with the results of the survey by next March, she added.
