Section 7 set forth the form of bond, the form of coupon and the form of endorsement. Section 8 pledged the full faith and cretlit of the Township for the payment of the principal of the bonds and the interest and taxes accruing thereon. Section 9 levied a tax sufficient to pay the principal of the bonds and the interest thereon.

Section 10 established a sinking fund. Section 11 provided for the filing of a financial statement in the Court of Quarter Sessions, Section 12 provided for the certification and filing of the proceedings relating to the bond issue with the Department of internal Affairs. The venerable scientist goes even farther than that. He says summers will be cooler and winters warmer for the next five years. This is no woolly-bear cater- piHar prediction based on thickness or sparseness of the coat.

Abbot bases his forecast on what he calls "a hidden family of harmonic regular periods that exists in To discover this family, Abbot presently a research associate of the Smithsonian analyzed temperature recordings from 1870 to the present in 10 major U.S. cities. After computing the average monthly temperature for each of these cities, Abbot applied his harmonic cycle theory ti) predict future temperatures. These are measured in terms of deviations from the average. His latest paper on the A Long-Range Temperature just been published by the Smithsonian.

The forecast in nine of the 10 cities New York, Atlanta, St. Paul, De- troit, St. Omaha, and Los Angeles will be welcome to those who beef about weather extremes regardless of the season. The general trend in these cities is for a definite lessening of the extremes over the five-year period. The sole exception is Salt Lake City, where the prediction is colder winters and hotter summers.
