Harris told the board Thursday that the Bexar County Federation of School Boards is still challenging the legality of the city City Public Service arrangement. The federation is waiting for an attorney ruling on the legality of the city taking 14 per cent of CPS revenues in lieu of taxes. School officials say the arrangements constitutes a tax on the schools by the city. During the Thursday meeting North East School Board also accepted the low bid of $238,884 for an addition to Churchill High School.
