Critical goods stockpile urged WASHINGTON (AP) The world isn't in danger of running out of resources soon, but the government should consider stockpiling some goods to protect against short-term shortages. a report by a commission said Monday. It also passed along a recommendation of an advisory committee that Congress create a National Growth and Development Commission to anticipate economic problems in advance and develop alternatives for dealing with them.

The government should improve its collection and analysis of statistics, and increase its comprehensive economics fields, said the report by the National Commission on Supplies and Shortages. Short-term shocks significant materials shortages in this country over the next 25 years and probably for generations thereafter will not be due to resource exhaustion, but to short-run shocks to the it said. Rice, president of the Rand Corporation.

Its members included a number of prominent economics figures from the administration, including Treasury Secretary William E. Simon and Alan Greenspan, chairman of the Council of Economic Advisers. Sympathy It was directed by Congress to make a study of related facing the United States and suggest ways the government can improve its response to materials problems, such as shortages. Water that had been pumped out from the jail from a broken pipe quickly froze in 25 degree weather Monday morning and turned an adjacent parking lot into an ice skating rink. Firemen said they were called to the jail shortly after 1 a.m. after jail guards spotted some water in a'second floor shower.

Jail officials said a two- inch pipe on the second floor had broken. Water seeped down onto the identification and process section area on the first floor but no jail records were damaged by the water, a jail spokesman said. Public Works Department crews were called to sand the parking lot for safety precautions. Jail officials said the pipe was repaired by maintenance workers a short time after the pipe broke.
