Ernie Leason Found III in His Boat Ernie Leason, 67, who for a number of years past had lived on board his cruiser, the on the Rldeau canal at the end of Fifth avenue, where the Rldeau Aquatic Club formerly was located, was found in critical condition In his boat at 10 ajn.

Leason, who Is well known to Ottawa boatmen, was discovered by Charles Shaver, 81 Fourth avenue, who had gone to the canal to inspect his own boat Accustomed to seeing Leason around the Jetties, he went to the MAlenT and called when he did not-see the boat's owner. Going aboard, he found the owner lying at the foot of the companionway leading to the boat's cabin, which had been Leason's one-room home for years. The man was totally paralyzed and unconscious. Before paralysis had set in, however, he had managed somehow to pull his head and shoulders up the steps a bit.

The boat, which had been leaking badly all Summer and had required pumping at regular Intervals, had nearly a foot of water over the cabin floor, in which the man lay. Without such power the Security Organization would be of little value in attempting to keep peace in the world. His to the Security Organization came after he had stated that he would not venture on the prerogatives of Prime Minister Mackenzie King by discussing their recent conferences with President Truman on the control of atomic energy. Mr. Attlee opened his address with a reference to four previous visits to Canada in the past five years. He referred also to the British general election' which made him successor to Winston Churchill.

'Atomic Conferences. With reference to the recent atomic conferences at Washington with Mr. King and Mr. Truman, the British Prime Minister said he had no doubt the Canadian Parliament would be discussing the matter in due course. "I know the problem has presented itself to all three of us as only one part of the great question which confronts all of us today; that problem is how can we secure peace?" he said.

"How can we prevent another devastating war, even worse than those which we have experienced, arising again In a few years' time? You will have seen that in considering this question we stressed the paramount importance of making the United Nations' Organization an effective instrument of world peace. "You cannot deal with these matters by considering such a question as that of the atom bomb by itself. The particular problem of certain armaments must be considered in the light or the general question of securing world peace." He believed that the British Commonwealth of Nations, bound together by spiritual but not material ties, offered the world an example which should be noted and followed. The strands which composed the ties were the acceptance of the rule of law, a belief In and the practice of the principles of democracy and liberty, and the acknowledgement of a common standard of moral values. i "It is.

The next year Huard again appeared before Juvenile Court, this time for theft of an auto. He was placed on probation.

During the next 16 years Huard appeared on charges ranging from ill-treating children to manslaughter. During the periou ce spent five years and nine months in custody, place of confinement changing almost from year to year and including common jail, Ontario Reformatory and Kingston Penltentiarv. The longest terms served by Huard were a two-year "rap" for manslaughter in 1940, and; two years in Kingston Penitentiary on a theft charge laid in May, 1942. The manslaughter charge was laid after Huard had knocked a uiau mj tuc nrciscut at u-i tvi uct of Argyle avenue and Bank street. The man died.

Last crime Huard is known to have committed before he was shot to death was breaking out of jail. The break: was made from Carleton County JaiL Nicholas street on October 1, 1945. escaped with Arthur Mann, who has since been arrested and i sentenced to four years penitentiary.
