Governor Walker and his secretary of state, Mr Stanton, have frequently said their efforts in accordance with tho administration will be to securo tho fair expression of the opiuionsof the people of Kansas, while they will carefully abstain from any act which could bo construed lu favor of one side or the other. Whichsoever way the citizens may decide, the administration will bo con. tent.
