The new slogan "Choose Fresh, Choose Wendy's" underscores the chain's claim that it uses fresh beef for its hamburgers instead of the frozen patties at rivals McDonald's and Burger King, the Nos. 1 and 2 companies in the business. Wendy's nearly a decade ago touted its product with a "Fresh Tastes Best" campaign.

The new pitch comes out of Dancer Fitz-' gerald Sample, which previously created such campaigns as "Wendy's Kind of People," "Where's the Beef," and "Ain't No Reason," the latter two promotions highly visible if not controversial. Wendy's cited research showing that food freshness was a key factor guiding fast-service restaurant selection. "Today's fast-service restaurant customers are tired of pre-made and mass-produced hamburgers or other entrees," said Ronald P. Fay, Wendy's president and chief operating officer. "They want a variety of fresh-tasting, freshly prepared foods to choose from." Wendy's, a Dublin, Ohio-based company, yesterday told a press conference here that in 1985 it will spend $115 million overall for advertising, including the national campaign through Dancer.

The budget will be increased substantially for 1986, Wendy's said. By comparison, McDonald's is man Nick Hanna. Two catalog items will not be offered in New York stores a space-age crossbow and a senry replica of a U.S. Army .45 pistol. Another hot novelty is a "beep 'n' keep" key chain at $19.

Effective Oct. 1, states will be required to implement such proven collection methods as wage withhol Ellen Hermanson. Some progress has been achieved in recent years, said a recent study by the Census Bureau, but too many children fail to get the support owed by absent parents. The figures: 517o of those owed child support received families.

Also, all states must provide a mechanism to offset state tax refunds of delinquent parents. Liens: The states must, in addition, work out a process to impose liens against real and personal prop erty for overdue support. Thus, parents in arrears will find it impossible to dispose of that proper ty until they clear the obligations. Although there are other enforcement provisions, the blegest impact will come from wage withholding and tax offsets. ding when parents fall behind in paying support. The new measures, enacted by Congress last year, will assist the millions of women who are owed child support but who fail to receive all or part of the payments due to them. To take advantage of these new provisions, however, your state has to have passed enabling legislation to fulfill 1981. At the same time, the average dollar amount of child support has remained virtually unchanged: $2,106 in 1981, compared with $2,341 in 1983. Tougher measures do help, though, and this is where the provisions of the new law come in.

Among the highlights: Wage withholding: All states must provide for automatic withholding of child support payments if the amount in arrears equals 30 days' support. Absent parents must first be notified, but it will be the obligation of the employer to withhold the funds from a paycheck. At each state's option, payments can be withheld from other sources of income, too, such as dividends, commissions and pensions. If the absent parent does not have a second family, up to 60 of disposable income can be withheld. That drops to 50 if the parent does have a second family.

Tax refund offset: As of today, the Internal Revenue Service examines returns from absent parents only if the family collects welfare. But there is no missing the fact that the overall problem continues to grow. And as Chambers said, "Even at best, enforcement is never fully effective." The number of households with children in need of support was up to 8.7 million from 8.4 million in the provisions. Ask your local child-support enforcement agency for guidance.
