OBITUARY RODOLFO HOYOS Los Angeles (AP) Radio announcer and actor Rodolfo Hoyos, 67, who broadcast Dodger baseball games from 1974 to 1980 for Spanish-language station KTNQ, died Friday after being hospitalized for a stroke. Hoyos starred in such movies as "The Brave One," "Operation Eichmann" and "Return of a Gunfighter," and in television shows including the series "Aviva Valdez." HARRY WESTOVER Laguna Hills, Calif.

(UPI) -Harry Westover, 88, a retired United States District Court judge who was friends with Presidents Franklin D. Roosevelt, Harry Truman and Lyndon B. Johnson, died Thursday at Saddleback Community Hospital. Westover was the first Democrat ever elected to the State Senate from Orange County. He served as a Superior Court judge and a federal tax collector before being nominated to the federal bench by Truman in 1949.

The proposed changes are to facilitate movement of passengers during the Brooklyn Bridge Centennial Celebration which will commence on May 24, 1983 and Is estimated to continue through September, 1983. CURRENT OPERATION The Westbound B-25 bus route runs along Fulton Street, Joralemon Street, Court Street, Cadman Plaza West to Fulton Ferry. RECOMMENDED OPERATION The Westbound B-25 bus route to run along Fulton Street, Joralemon Street, Court Street to Livingston Street terminus.

The shuttle bus to run from Avenue along Jay Street, Fulton Street, Joralemon Street, Court Street, Cadman Plaza West to Fulton Ferry. The B-41 bus route will continue providing service to the Fulton Ferry area. The hearing will be held at the 3rd floor Court Room (hearing room) at 209 Joralemon Street in the Borough of Brooklyn. for the handicapped is available to the hearing room. Registration for speakers will be open from 4:00 P.M.

to 6:00 P.M. All presentations will be limited to 5 minutes. Written testimony for Incorporation in the record will be accepted by the Assistant Secretary no later than the closing of the Hearing.
