He served as a Superior Court judge and a federal tax collector before being nominated to the federal bench by Truman in 1949.

The proposed changes are to facilitate movement of passengers during the Brooklyn Bridge Centennial Celebration which will commence on May 24, 1983 and Is estimated to continue through September, 1983. CURRENT OPERATION The Westbound B-25 bus route runs along Fulton Street, Joralemon Street, Court Street, Cadman Plaza West to Fulton Ferry. RECOMMENDED OPERATION The Westbound B-25 bus route to run along Fulton Street, Joralemon Street, Court Street to Livingston Street terminus.

The shuttle bus to run from Avenue along Jay Street, Fulton Street, Joralemon Street, Court Street, Cadman Plaza West to Fulton Ferry. The B-41 bus route will continue providing service to the Fulton Ferry area.
