TV SCENE 'By VAL ADAS (0 Sing in the new with musical cheer on 3 shows mmm I Drs AULD LANG SYNE time again. Three 90-minute New Year's Eve musical celebrations are scheduled for tomorrow night, beginning at 11:30. In addition to "CBS" Happy New Year, America" and ABC's Dick Clark show, which have been on for several years, there is a newcomer on Channel 5. It will be broadcast live from the Catalina Island Casino 26 miles off the coast of southern California. The Catalina Island show will feature some old-timers from the big band era Alvino Rey's 18-piece orchestra and singers Helen Forrest, the four.

King Sisters and Gordon MacRae. Art James will host the show. Catalina was the site for many big band remotes on radio in the 30s. New Year's Eve celebrations have continued there, but this is the first one to get on national television. Adam Howard Lloyd, the22-year-old son of Marilyn King, the tallest of the King Sisters, arranged the New Year's Eve telecast He put the show together, lined up sponsors and booked it on more than 100 stations across the country.

Danny Osmond will host "CBS Happy New Year. America" live from the Waldorf-Astoria Hotel. Performers will include Jerry Lee Lewis, rock singer, and Phyllis Hyman of "Sophisticated Ladies." The CBS show will have a live pickup from Las Vegas and performances by the Les Brown band, Susan Anton, Leo Sayer and the Moulin Rouge Dancers. A taped segment from Disney World in Florida will feature Eddie Rabbitt and Gladys Knight and the Pips. Donna Mills will report from Times Square at midnight.

"Dick Clark's New Year's Rockin Eve '83" on ABC will have Lydia Cornell of "Too Close for Comfort" and Anson Williams of "Happy Days" as co-hosts. Performers include Ronnie Milsap, the Go-Go's, Hall Pasadena, on New Year's Day is the major" event of the year. Ordinarily, only a national calamity would get such saturation coverage. Channel 4 coverage of the parade begins at 11 a.m. and Channel 2 starts at 11:30.

Channel 5 begins parade coverage at 11:30 but will have a preview show at 10:30. Channel ll's coverage begins at 11. All coverage runs from two to two and a half hours. Lots of program hosts will find employment because of the Tournament of Roses parade. On NBC the hosts will be Michael Landon, Sarah Purcell and Bryant Gumbel; on CBS, Bob Barker, Patrick Duffy, Phyllis George and Susan Sullivan; on Channel 5, Scott Baio, Erin Moran and Bill Welsh; on Channel 11, Bob Eubanks and Stephanie Edwards.

NBC may be the big winner on all four channels. Merlin Olsen, star of NBC's "Father Murphy," is grand marshal of the parade. WWHT (CHANNEL 68) in Newark and WSNL-TV (Channel 67) in Smithtown, L.I., will drop free programing March 1 and switch to subscription TV full time. The stations, owned by Wometco Enterprises, now present shows for pay about seven and a half hours a day. Under the change, the Wometco Home Theater's subscription TV on the two stations will expand to 20 hours a day.

The hours will be from 10 a.m. to 6 a.m. All nonsubscription shows, which include "Uncle Floyd," "Financial News Network" and "Sixty Plus," will be canceled. Wometco said it planned to add "more movies, sports and specials, plus more 'Night Cap," described as adult entertainment films. Under the expansion, Wometco also is raising its monthly fee to $22.95, an increase of 9.3.

TV TALK: Broadway producer Cheryl Crawford reminisces about her fantastic career and life with out marriage or children on "Over Easy" (Ch. 13 at 3:30) Little Kaleena Kiff, the tyke in "Love, Sidney," is Johnny's guest "Tonight" (Ch.

4 at Dick Cavett performs some magic on "Late Night with David Letterman" (Ch. 4 at 12:30 a.m.). Actor Ron Silver also guests. PBS PICKS: The "Powerhouse" (Ch. 13 at 6) gang gets a lesson: great things can come In small packages.

Small Lolo, the living example, performs a mighty feat. More unlikely adventures presented in a most likable manner for young teens. "Even if I grow up to be a shrimp," concludes Lolo, "I'm gonna be a smart one." GROUP Won uptownersi Now you can say, tHE STRENGTH of Channel 2 "Magnum, P.I." (at 8) is surely eating into the ratings of "Fame" (Ch. 4 also at 8), the soaring musical for teens (and many adults). The audiences have to be as different as the series are from one another; I have a hunch that both programs are being watched in many homes "Fame" frequently in the kids' bedrooms, undetected by Mr.

Neilsen. The lure of "Magnum, P.I" is understandable. The romantic adventurer is played by a tall Clark Gable lookalike (Tom Selleck). A draw, I am told, for the ladies, who, I've also been told, make up the largest number of television viewers. "Magnum's" plots are usually variations on the hoary hero-comes-to-aid-of-fair-maiden theme, but they are updated by a post-Vietnam War undercurrent that may be attracting a proportionate number of males.

Tonight, in a repeat, Magnum has to find a friend's pretty sister before she is subjected to white slavery and worse. He will. Tonight's "Fame" repeat is particularly melodious as the kids try out for Bruno's musical, and Lydia's dance class is inspired by New York street scenes. "Fame," in case you haven't given it a really good look, is a semimusical, bursting with youth and life. BLOCK THAT KICK: Football fans, however, will not be sidetracked by either show.

Tonight's is the Gator Bowl (Ch. 7, live at 8), with West Virginia facing off with Florida State from the Gator Bowl in Jacksonville, Fla. The stadium holds 80,000. TV viewers will be in the millions. LOCAL STUFF: Having amassed more Country hits than any other singer, Conway Twitty celebrates his 25th year as an entertainer in "Conway Twitty on the Mississippi" (Ch.

9 at 8). The show aims to provide a candid view of the star. "Tourist" (Ch. 11 at 8) is a 1980 TV movie based on Gerald Green's novel about the lives and escapades of five people on a luxury tour of Europe. Adrienne Barbeau, Lois Nettleton and Bradford Dillman star.

If you prefer comedy, you can catch. James Stewart portraying a tippler in the 1950 film "Harvey" (Ch. 13 at 9). The title role belongs to his invisible, six-foot tall rabbit SERIES PICKS: "Cheers" (Ch. 4 at 9) is a new series that needs and deserves a ratings boost It is literate, warm and funny, with nicely designed characters who congregate in a cozy corner pub Cheers.
