CI NOW THRU SUNDAY FINE JEWELRY DEPT. Neighbors of ex-synagogue saved by landmark decision GlearanJll SQL By JOYCE WHITE RUNNING BATTLE to save a former West Side synagogue from without approval- from the Landmarks Preservation Commission. During the hearing on the 13 buildings proposed for new landmark status, representatives of the Municipal Arts Society, the Landmarks Conservancy and a local chapter of the Architectural Historians urged the commission to safeguard them from future developers sledgehammers. The most spirited presentation came from members of the Pomander Walk Preservation Committee, where more than a half-dozen speakers expressed concern that the new prospective buyers of the property, which was built in 1921, will eventually tear it down and cash in on the West Side's booming real estate market being razed for a luxury apartment took a positive turn for preservationists yesterday when the city's Landmarks Preservation Commission voted to declare the 54-year-old building a landmark. The move, which the building's new owners can appeal to the Board of Estimate within 90 days, would prevent alteration of the old synagogue's exterior without approval from the Preservation Commission.

This, many observers say, would effectively prohibit its demolition. The commission voted, 6 to Ma BEAUTIFUL 14 KT. GOLD, 18" WM til SERPENTINE, HERRINGBONE OR C. CHAIN WTTH A 14 KT. GOLD FLOATING HEART H-i; 1 sa tin' BONUS: As a Bonus Gift Offer With The Purchase Of Any other 14 Kt.

49.99 The prospective owner of Pomander Walk is expected to be landlord Bradford Swett, who has an option to buy the property. He said that he has "no plans" for doing anything to two and three-story miniature town-houses, which rent for a bargain $150 to $550 monthly for one-bedroom apartments. Swett, who was enmeshed in controversy last year when the city charged him with 200 code violations. at an SRO hotel he was upgrading at 255 W. 95th St, asked the commission to delay voting on Pomander Walk because he is not expected to take possession of the property until late March.

He also said that he needed time to study the consequences of a landmark designation. -The commission granted Swett's request and his testimony will be presented at a public hearing on April 13. Attorneys for five of the other proposed landmark buildings also asked for and were granted delays, citing insufficient preparation. They are: The Woolworth Building at 233 Broadway; B. Altman Co.

Two commission members were absent The vote came during an executive session moments before testimony was heard on 13 other buildings proposed for landmark designation, including Pomander Walk, a 63-unit complex at W. 94th and 95th which residents fear may soon be demolished for high-rise construction. The synagogue, which was built in 1923, fell into hard times in the late 1970s as its congregation dwindled. It subsequently was sold to the Seventh Day Adventist Church for $400,000. Last June, after failing to attract new members, the Adventists sold the building for $2.4 million to developers Alexander Edelman and Emil Talel, who said that they were going to erect a 19-story high rise on the site.

The commission's action yesterday came after scores of West Side elected officials, civil leaders and neighbordhood residents stated at a hearing a month ago their opposition to the developers' plan, saying that the synagogue was an integral and visual part of the West Side. "We are elated," said Alan Towers, chairman of the Committee to Save Mount Neboh, after the vote yesterday. "This vote confirms for us that the commission agrees that a building viewed as a landmark by the community because of its cultural and spiritual value to the residents is a landmark, regardless of its architectural worth."
