Koch administration budget planners earmarked major appropriations for the start of vitally needed maintenance work on the major East River crossings. They have given the Brooklyn Bridge (total repairs are currently estimated at $104 million) $3.3 million; the Williamsburg Bridge ($90 million total) gets $4.5 million, and $2.8 million is allotted for the Manhattan Bridge ($78 million).

The $29 million reconstruction of Eastern Parkway and its malls was given only $375,000 to initiate the work in 1982. THE 132 MILLION REBUILDING of the piers and bulkheads at Sheepshead Bay and surrounding streets was given $13 million for the coming fiscal year. The S3.2 million restoration of Borough Hall was given $320,000 in the coming fiscal year. Private donations for the work now amount to $300,000. One surprise item included in the tentative Koch capital budget was $2.4 million for repairs to the Stillwell Ave.

Bridge, crossing Coney Island Creek. Continuing improvements at the Coney Island Aquarium were given $1.3 million for fiscal '81-'82. However, capital requests listed by the Borough Board for the Brooklyn Museum, Botanic Garden, Prospect Park, Flatbush Town Hall, the Prospect Park Zoo and the Stark Skating Rink were severely trimmed, not funded for next year or delayed for future years. The Brooklyn Borough Board belatedly adopted a priority list of budget recommendations last night, hours after Koch had released his executive and capital budgets for the 1981-82 fiscal year beginning July 1. The Brooklyn body composed of Borough President Howard Golden, 13 Brooklyn members of the' City Council and 18 community board chairmen agreed on a plan that called for a minimum of $70 million worth of major construction projects in the coming year. But an initial review of the Koch budgets $14.7 billion for expense items and $2 billion for capital projects showed that the Brooklyn priorities were slated to get meager funding in the 1982 city plan. Golden had cautioned the Borough Board not to expect too much in Koch's proposed budgets, which will now be reviewed and altered by the Board of Estimate and the City Council. Said Golden: "NEXT YEAR FISCAL 1981-'82 will be the second year in a row in which we will have a balanced budget and it will be our first opportunity to begin to improve service delivery, which is fine.

"Unfortunately, I think that New Yorkers' expectations on both the expense and capital sides have' risen faster than our ability to meet them. We have tightened our belt for six years and now we can loosen it a notch or two but we can't afford to splurge."
