The rest of Canada got one third. Foreign buyers have purchased some of the English and French TV projects that Telefilm has underwritten, including CTV's E.N.G., Radio-Canada's Les Filles de Caleb, and CBC's North of 60. In fiscal 1992-93, E.N.G. and North of 60 drew $5 million each from the agency while Neon Rider got $3.8 million and Blanche, the new sequel to Les Filles de Caleb, $3.7 million.

On the movie side of the ledger, Telefilm put $2.4 million into Love and Human Remains, director Denys Arcand's first English-language feature, and $1.5 million into La Florida, Georges Mihalka's Quebec-hit comedy about Quebecers who flee the cold for Florida. Telefilm backed production of 15 features in English and eight in French. Its normal share of costs is one-third: the rest is from broadcasters, Canada's private sector, distributors, other provincial and federal agencies and foreign participants. The agency, originally called the Canadian Film Development was founded 25 years ago. MONTREAL (CP) Telefilm Canada says it spent $149 9 million on the Canadian film and TV industry in the fiscal year ended last March 31, down from $163.8 million a year earlier.

Telefilm's budget is to be reduced over the next five years by a total of $116.5 million and Pierre DesRoches, executive director, says he wants more foreign investment in Canadian productions. Interprovincial co-productions should also be encouraged, said DesRoches who pledged more consultations with the industry to ensure film and TV creativity in tough economic conditions. Folklore surrounding the band suggests the song, from the album Fully Completely, was inspired by the unsolved armed abduction a year ago of a Manitoba politician who was accosted as he left the legislature late one night and locked in the trunk of his car. The Tragically Hip stole the top video award from singer Leonard Cohen, who won for his Closin' Time video in the Juno awards last March.

Michelle Czukar, who edited the five-member Hips' Courage video, picked up a technical award in one of only three categories for technical expertise. Fans also got to hand out prizes by voting for the People's Choice awards. Alannah Miles was voted favorite female artist and Tom Cochrane was chosen favorite male artist. Toronto's Barenaked Ladies was selected as favorite group and the Tragically Hip's Courage video as favorite video. As in previous years, the fast-paced show broadcast from the cable music channel's Toronto headquarters was a three-hour celebrity fest performances.

Toronto rock band Moxy Fruvous opened the show from a shop outside the MuchMusic studio that sells T-shirts.
