piipinir(fiijjpi4 CITY NEWS CALGARY HERALD Thursday, September 1 1 1 997 BS DcuJ dqd ii Wool The Issue: Missing and abducted children. What's new: Two investigators with the Calgary-based Missing Children Society of Canada found a 514-year-old American girl who had been taken to Guadalajara, Mexico by her father. da. In 1996, 409 were parental abductions, she said. Missing Children Society handles parental and stranger abductions, rui aways up to the age of 14 and missing teens where there is no evidence of the child being a runaway.

It is sponsored through private donors like CP Charitable Foundation, PanCanadian PetroJ leum Ltd. and Phillips Electronics. The agency has closed 221 of the 264 cases registered since it began in 1986. "The key is persistence," Morgan said. "I love her," said Pearson.

"They are one of the few organizations in all of North America that has an investigative team. They found Emilie." Morgan, quoting RCMP statistics, told the Herald that about 56,000 children 78 per cent of whom are runaways disappear annually in Cana NOTICE OF STREET CLOSURES ii 3 m- -i. if 11 i MONICA ANDREEFF Calgary Herald An abducted child has been located in Mexico, thanks to Calgary investigators credited with cracking the 2'-year-old case. 1 American Joanne Pearson has registered with nearly every missing children's group in the United States and Canada in search of her daughter Emilie Hardy. Emilie was abducted by her father from Colorado in 1995.

The case generated hundreds of leads in North America after it was televised on Unsolved Mysteries, Date Line, America's Most Wanted and other network shows. However, two tips in Calgary which proved false got Rhonda Morgan and Sue Antonello of the Calgary-based Missing Children Society of Canada involved. That's when "things started happening," said Det. Kevin Imbriaco of the Grand Junction, Colo, police department. "They're the ones most responsible for the recovery," he said may submit a petition for a vote of the electors to determine whether the proposed bylaw should be passed.

Such a petition must be filed with the City Clerk, Calgary Municipal Building, 800 Macleod Trail S.E. wife who was five months pregnant. Drawn to the links, Hardy visited a private golf course and was spotted by the manager. With help from the FBI and Mexican Immigration, he was arrested at his home. However, the housekeeper escaped with Emilie through a roof-top door and fled by jumping from roof to roof.

Two days later (last Friday) the new wife convinced the housekeeper to turn Emilie over to her birth mother. "It's a bittersweet ending because it's a heartbreaking thing to have to watch your child go through this," said Pearson. "I'm excited to have her back. I'm elated, obviously, but I'm completely overwhelmed." Emilie, 5'A years old, has lived like a fugitive for the past 214 years. She was given a fictitious personal history and told to shun pho 7PL000103 Diana L.

She speaks no English, but can speak Spanish and French, Pearson said. Now she has been separated again from the people she has known as her parents. "Parental abduction is a horrible crime of child abuse, now we're dealing with ramifications of that," the mother said. Pearson said Morgan convinced her to persist in her search for Emilie. Wednesday.

Morgan and Antonello interviewed close friends and associates of Rejean Hardy, the dad and a native of Montreal. They learned he was only a few hours short of becoming a fully-qualified golf pro when he took his daughter and his second wife's BMW car. 'Because he had Spanish and Mexican connections through his wife's importexport business, the Calgary investigators sent thousands of flyers to golf resorts in South America, Spain, the United States and Mexico. A year- later they hit a hole-in-one in Guadalajara. Mexico.

"We love this case. We like the ones where everyone else has had a shot at it," said Morgan, founder of the society, a non-profit investigative agency specializing in missing children.
