i Calgary Herald Sunday July 31, 1994 C12 French-only aw hits wa ruled, upholding a Socialist opp'o-J sition challenge. "Like any living language, th French language evolves it cannot remain frozen," the ruling said. If official terms were imposed, French "would risk becon ing a dead language." The newspaper Le Monde, in an editorial calling the ruling a triumph of common sense, said it reduced the law to a recommenr dation in principle without the force of coercion. The council's ruling was read quite differently by the govern- ment. Aides to Prime Minister Edou- ard Balladur said the council up- held the main thrust of the law, which is to make the use of: French compulsory in all areas of public life.

It will be up to judges to de-f; cide whether a word is they said. Culture Minister Jacques Te-! ubon, who initiated the law to try to repel an "Anglo-Saxon inva- sion" of English words, called the ruling "extremely positive" but i acknowledged it means the gov-; ernment can't tell private citir zens what words to use. Ridiculed abroad, the law' enjoyed broad public support in France, opinion polls indicated, except among people under 25, whose slang is often peppered with English terms picked up from rock music. Le Monde calls ruling a triumph of common sense PARIS (Reuter) France's constitutional watchdog partially overturned a controversial law to enforce use of the French language, but the government said Saturday offenders can still be prosecuted for using foreign words. The nine-member Constitutional Council ruled that the government has no right to impose official French translations of foreign words on private citizens, companies'and the media.

It Can only force their use by public authorities and nationalized companies other than radio and television. Among words the government sought to ban in advertisements, broadcasts, menus or books were "cheeseburger," "cashflow," "marketing," "software" and "airbag." The council said articles of the law, adopted by parliament on July 1, violated freedom of expression and communication under the 1789 Declaration of the Rights of Man and the Citizen, which is in the preamble to the French Constitution. "Freedom of expression implies the right of each citizen to choose the most appropriate terms to express his thought," it U.S. could impose sanctions on Japan Deaths SLATER Florence Emma (nee Harwood) went to be with her Lord on Tuesday, July 26, 1 994 at the Bethany Care Centre, Calgary, following a courageous Dame witn Aizneimers. Lloyd Watson Moffat passed away quietly on Wednesday, July 27, 1 994 while at the Colonel Belcher Hospital in Calgary after a long and debilitating illness. There is no blessing in Lloyd's passing, other than to rationalize that he is no longer suffering, and no longer feeling the deeper pain of being confined to not having his body available. As his illness progressed, so did his need for special care, and Lloyd and Nine moved to Calgary where Linda, Ken and family became his physical and moral support. He is survived by his loving wife and companion lline; son Reg and daughter-in-law Mary Ann; daughter Linda and son-in-law Ken; grandsons, Sean, Dean, Chris and Kelly; and many nieces and nephews. Born in Winnipeg, Manitoba, April 24, 1914, Lloyd moved to Souris where he spent his youth and later saw service with the Canadian Navy during World War II.

After discharge in 1945, he became a part of the door and hardware industry, forming his own company, LW. Moffat and Associates, and working throughout the prairie provinces as a manufacturer's representative until his retirement in 1 982. Lloyd's love of music was evident to the end and his greatest pleasure was playing the piano. Always a sportsman, he will be remembered by many of his friends for the fishing from Pye's Landing and as the founding member "Old Dad" of the Royal Provost Hunt Club. May his sights finally rest on eternal peace.

The family wishes to thank Dr. Eliason and especially all the staff on 2XY, along with the Occupational and Recreational therapy staff, for all their kindness and special care given to Dad during his stay at the Colonel Belcher. To the families we came to know as friends, thanks for being there and with appreciation to Veterans Affairs Canada for all their support. The talks, which lasted two days, focused on Japanese government procurement of telecommunications and medical equipment two areas where U.S.

producers have faced difficulties cracking the Tokyo market. A spokeswoman for the U.S. Trade Representative's Office wouldn't say whether Washington would start the clock ticking on sanctions after the breakdown in the talks, but Japanese officials and U.S. trade sources said such a move seems inevitable. Washington has set a July 31 deadline for deciding whether Tokyo's procedures for government purchases of telecommuni Cabinet to be freed cations and medical equipment discriminate against imports, the first step toward sanctions.

Sanctions would be implemented only if the two sides fail to reach agreement during a 60-day consultation. Before the talks began, U.S. officials said Washington stood ready to launch sanctions proceedings unless Tokyo made major concessions in the negotiations something U.S. trade sources believe did not occur. Later Saturday, White House.

Press Secretary Dee Dee Myers said President Bill Clinton ex- pects the talks to resume, even if' Washington takes steps to im-! pose sanctions. Myers said the U.S. Trade; Representative's Office probably will announce today whether Japan has been found in viola- tion of its trade laws and subject to sanctions. "We expect talks to continue," she said in Cleveland. She accompanied Clinton on a I one-day trip to Missouri and; Ohio.
