It has a blue fabric lining with no design and was in good condition.

By HUGH BRACKEN New York State Police are seeking assistance in identifying the headless and handless body of a woman found last week in Fishkill, jammed into a steamer trunk that has been traced to Greenwich Village. Police said the body had been virtually drained of blood and that the head and hands apparently were severed to prevent identification. The body was found March 20 at the Hudson View Park apartment complex in Fishkill. police said last night They said they believe the woman was slain two days earlier. The woman was described as about 25 years old, 5-feet-5, weighing 140 pounds and with dark brown hair.

Although the youngster is too young to be legally charged with carrying the $6,000 worth of pot that customs agents said they found, he can be named as a material witness should others be apprehended in the case, police said. In addition, the district attorney was said to be considering an indictment against "an individual who is not in New York," who is assumed to be the boy's mother in Kingston. The mother cannot legally be questioned, as no crime has been charged, law enforcement officials said.

Say dog sniffed It out The boy was to have been met by a man posing as his father when he arrived Tuesday night at Kennedy Airport, police said. However, a drug-sniffing dog detected 12 pounds of marijuana in the false bottom of his suitcase, police said, and the man who was to meet the boy ran off. Investigators said that the boy did not know that he was carrying the drugs. The boy is being held at the request of the district attorney, social services officials said. One investigator said he believes that those involved in the drug ring may be concerned about how much the 7-year-old knows and how much he had already told probers.

"There are guys who want to keep this boy quiet," one investigator said. Smoke curb gains in Legis By PETER SLOCUM Albany (News Bureau) The Assembly voted 86 to 50 yesterday to outlaw smoking in stores, restaurants, banks and most other public places, except where separate smoking areas are designated. The Senate, which killed a similar bill last year, may go along now because the ban has been weakened to exempt malls, bowling alleys, sports arenas and other public places. The bill would leave enforcement up to local health officials, and some skeptics raised questions about how big a crackdown would result from the law. Under the proposed law, specific smoking sections could be set up in restaurants, stores and other public places.

Bars and restaurants with fewer than 100 seats could be all-smoking if their owners wished. Called the Clean Indoor Air Act, the legislation comes on the heels of a report in the New England Journal of Medicine indicating that nonsmokers inhaling smoke from smokers' cigarets can suffer significant lung damage. The Assembly banned smoking in its own house a couple of years ago at the behest of Assemblyman Emeel Betros (R-Poughkeepsie) who died two weeks ago of lung cancer a fact not overlooked during yesterday's debate. INGELFINGER Boston (UPI) Dr. Franz J. Ingelfing-er, 69, retired editor of the New England Journal of Medicine and one of the nation's most distinguished physicians, died Wednesday of cancer at Beth Israel Hospital. Last year the Association of American Physicians awarded him the George M. Kober Medal, one of the nation's highest honors, recognizing leaders in academic medicine, research and teaching.

POWERS Dr. Samuel R. Powers, 60, chairman of the department of surgery at Albany Medical College and surgeon-in-chief at Albany Medical Center, died yesterday at the- hospital. He also was professor in surgery and in pathology t- Albany Medical College, holding two of four such appointments granted in the college's 141-year history.
