rvJF 4 I Cept. filly al By THOMAS PUGH When it comes to alibis and bureaucratic bungling, the Parks Department's responses to queries about the Captain Tilly Park renovation has to take the cake, according to the president Of the Jamaica Hill Community Association. "It's a deplorable situation I consider it a garbage dump and it smells like a swamp," complained Herman Borko, who also serves as vice chairman of Community Planning Board 8. Borko has lived across from the park for the past 28 years. The nine acre plot, located across the street from Jamaica High School and named after a Spanish-American "War hero, has been a popular spot for ice skaters in the winter and strolling area residents in the Summer.

"This year will be the first time in 75 years or so that there'll be no ice Skating in the park," Borko charged. "I asked to get the weeds cut down over two years ago. They give you ridiculous answers like, 'what are we supposed to use, hand and now the whole pond is covered." Led 1 0-year fight Assemblyman Arthur J. Earlier this year, he announced receipt of a $286,365 grant from the federal Office of Community Development which was to be equally matched by money from the city's Parks and Recreation Department bringing the total rehabilitation fund to about $573,000.

Last week, Bronson Binger, director of capital projects for the Parks Department said that the renovation plans will be presented to the local community planning board within a few weeks. "We've been hearing these stories from the Parks Department since 1975 when they had an original set Of drawings made up," said Borko. "After a Board of Estimate meeting last December, when an unused road was demapped and turned over to. the Parks Department, the plans were supposed to be worked on." Borko said that in March of this year, the Parks Department was given two to three months to come up With a preliminary design for Community board approval. Then, according to Borko, they said they needed another three months to complete a permanent design and ask for bids.

Captain Tilly Park pond, which depends on rainwater, is so low it presents a health hazard but plans call for the sinking of a well to keep pond level constant. "In June, I called them and was told they had shelved the work and hat one man who was working on the plans left the Parks Department," Borko said. "They told me someone else would take over." Now, Borko is hoping the latest report will come true. He was told that Tilly Park gets number one priority providing there are no further interruptions. Borko said that there are 14 light poles not working, no lanyard on the flagpole to fly a flag, garbage not picked up and piles of tree stumps lying around.

He also contends that the pond, which depends on rainwater from catch basins, is so low that it presents a health hazard. Plans call for the sinking of a well in the park to keep the pond level at a certain depth, Borko explained. The other day when I complained about the condition, I was told that all five trucks used by work crews were out of order" he charged. "So they just leave a crew standing around doing nothing because there is no vehicle to bring them to the work site. That's ridiculous." "I was told by a Parks Department man, and I told this to Commissioner Gordon Davis, that the ones who yell the loudest will get the work done," Borko stated.
