POP REVIEWS Jacksons cut loose By BRUCE SMITH The Jacksons: album shows polish and professionalism done with a lot of discipline. With their own hands at the controls, the Jacksons have weeded out the heavy layers of horns and strings and cultivated new textures and tempo changes. They can still cut plenty loose on numbers like "Shake Your Body," "All Night Dancin'" and "Blame It on the Boogie." But they've kept a tight rein on the energy, riding it out to the edge and staying there. At the same time, they have the confidence to hold down the volume while putting together more subtle vocal and instrumental patterns on the softer cuts, "Push Me Away," "Bless His Soul" and "That's What You Get" The title cut, for instance, begins with an acoustic guitar solo, glides into the bass and drum tracks, then fills with background falsettos behind Michael's lead vocal. It's a complicated song that expands up and out, reaches a peak, then pulls away in a classic instrumental fadeout.

Some people might find it a little heavy on personal platitudes it's the rich life, I don't want itHappiness ain't always material but "Destiny" demonstrates the Jacksons' willingness to experiment, and that will keep them fresh some time to come. No small, amount of the credit should go to the songwriting talents of 17-year-old Randy Jackson. EMMYLOU HARRIS Blue Kentucky Girl (Warner Bros.) Alabama-born Emmylou Harris has abandoned her Malibu blue jeans for Nashville black velvet and white ruffles on this oddly formal country album. None of the traces of California rock that wove through her last two records are to be found here. Those with an affection for Harris singing style won't be disappointed by "Blue Kentucky Girl," although her soft-rock fans with no taste for straight country might be disappointed.

The top-notch Hot Band, who backed her on "Elite Hotel" and "Quarter Moon in a Ten-Cent Town" are with her again. Dolly Parton, Linda Ronstadt, Tanya Tucker and Don Everly sing in the background, but they don't add anything Harris couldn't have gotten out of the many talented session singers around. There is no new material on "Blue Kentucky Girl" all of the songs were written between 1949 and 1977. The finest moments are a lilting rendition of Jean "Sorrow in the Wind," Gram-Parsons' classic "Hickory Wind" and a straightforward country treatment of "Save the Last Dance for Me." THE JACKSONS Destiny (Epic) It's been 10 years since the five Jackson brothers arrived with four hit singles in a row. Their career has continued through six albums and a choreographed live routine that is the standard by which other black, singing groups gauge themselves.

That could go on for a long time, with the inevitable staleness and breakup waiting somewhere down the road. But after listening to "Destiny" a few times, that doesn't seem likely. The Jacksons aren't going to follow behind the Supremes, Temptations, or any of dozens of other groups that couldn't hold it all together over the long haul. The Jacksons are still growing. They've learned a lot over the past decade, including how to use a recording studio.

They produced "Destiny" themselves, and wrote all but one of the eight songs. It's a polished, professional job "NOT TO BE MISSED." Vincent Canby, N.Y.
