CO Republicans juggle legislative picks By MICHAEL HAN RAH AN Islip Town Republican leaders scurried about last night to round up support for various candidates to replace Legislator Joseph Caputo of Islip Terrace, who is expected to resign in two weeks to move to his newly elected position as County Controller. The committee is expected to come up with the name of a candidate this morning, in order that the Republican majority on the Letislature may assure that the seat goes to another member of the GOP. The nominating resolution must be submitted to the lawmakers at least two weeks in advance of the vote for replacement. In all, the GOP must nominate three replacements, including candidates to succeed William Carney of Hauppauge and Louis Howard of Amityville who won seats in Congress and the State Assembly. The Republican Party chairman, Gil Hanse, had suggested that the Legislature attempt to name all three replacements at the same time, even as late as the organizational meeting on Jan.

2. However, the legislators insisted during a caucus yesterday morning that the nominations be handled one at a time at the meetings in December and finally at the organizational meeting for the last candidate, which would presumably be the replacement for Carney. As congressman-elect, Carney is not due in Washington. until mid-January. Want to forestall controversy Several county legislators, including legislative attorney Wilbur Schneider, said they believed an attempt to have all three replacements appointed at one time could result in a taxpayer suit brought on behalf of Democrats seeking the positions.

The resignation of Caputo will in turn allow Anthony Noto of Babylon, the deputy presiding offcer of the board, to assume the post of Acting presiding officer of the Legislature at least until the organizational meeting when the post must be filled by a new vote of the 18-member board of lawmakers. Koto's replacement of Caputo in the interim would make him a front-runner for the post for next year. The Babylon lawmaker has associated himself with the anti-sewer forces as the $1 billion project's chief watchdog against higher taxes or additional charges to the residents of the district. It has also given him the label of an "independent," which was expected to cause some opposition to his getting what amonts to a key party position.
