Toledo To End Its Mall Experiment TOLEDO (UPI)-Shoppers malls have failed to attract business to downtown Toledo. In fact, downtown merchants told city council Wednesday that the malls have hurt business. Council voted 5-4, to end the project after Thanksgiving, thus closing an experiment in use of shoppers malls as a means of re- rejuvenating business.

Several streets had been closed to traffic and filled with pools, swings, statues, grass and shrubbery for the past two summers. The first temporary mall opened Aug. 4, 1959 and lasted until last winter. On July 11 of this year, the mall was re-installed, even more fancy than the first, in a second trial. Shoppers malls were a good idea, said Louis Osterman, president of Downtown Toledo Associates, but they had the effect of putting the cart before the horse.

Menendez said in the letter he submitted to President Osvaldo Dorticos. Morell said he had "frequent ly" been subjected to pressure and finally to "open coercion" to influence his 'decisions.
