Locher said he planned to represent the city at a hearing before the state Insurance Department on Nov. 15 when the department considers the rate request increase. Locher asked Blue Cross for the figures it is using in its rate increase request. He said he wanted to know how much Blue Cross has paid hospitals in the past two years, yearly statements for the past 10 years, the amount Blue Cross spends on advertising, and the names of groups which have withdrawn from the hospitalization plan within the past two years. The per-day hospital rates at Cleveland's largest hospital have doubled since 1951, Locher said.

He said he wanted to compare this increase with the increase in the cost of living and other areas. He said Blue Cross was given a 30.4 per cent increase in February 1959 and now wants a 25 per cent increase for itself and a 5 per cent on top of that for reduced rates to older groups. "From the very basis of its organization. Blue Cross in Ohio is dominated by the hospitals," Locher said. "For this reason, I think there should be a complete public airing of the arguments Blue Cross makes for higher rates." his home.
