According to a Washington dispatch the post office department will soon issue an order prohibiting all rural de'-livery mail carriers from carrying on any other business of barter or trade, while performing their regular duties as carriers. It seems that lately their has considerable complaint received at the department headquarters, stating that many of the rural delivery carriers have been making a practice of delivering or gelling including groceries dry goods and liquors brought from town along their routes.

This practice seemed also to have been encouraged by the local dealers in the goods, with an eye to business. It is alleged that the carriers plied this branch trade so industriously that the delivery of the mail was often delayed an unreasonable length of time, and other, phases of negligance to the surface. The department had somewhat recently informed the carriers that they might deliver and carry packages for persons living along their routes but scarcely expected, so wholesale a scale of business as When was the jugular vein? it saw the proud flesh. The appearance of a heavy black cloud approaching slowly from the east somewhat startled the people of Beloit last Thursday evening, with what seemed to.be the prospect of a storm.
