Police Inspector Innocent Of Lying About '66 Payoffs By ROBERT CRANE Police Inspector Robert Johnson, criminal charges in four decades, night by a jury in Manhattan Supreme The jury acquitted Johnson. 62. of 748 S. Fifth Mount Vernon. of having lied last vear to a grand jury when he denied sharing illegal payoffs from Harlem gamblers in 1966.

The jury explained afterward that it believed the testimony of retired cop James Kelly, who said he had given $90 of his monthly take from policy opera tors to Johnson. who was then his lieutenant in the 28th Precinct. The jury said. however. it could not believe the testimony of Michael McShane.

another former cop who began implicating police bosses two years ago after he. himself, had been involved in a $12.000 payoff scandal. State law requires supportive testimony from two witnesses for a perjury conviction. Johnson. who is two months from mandatory retirement with a vear pension had taken the stand during the weeklong trial to insist on his innocence and to denounce his accusers who.

he said. framed him in retaliation for unpopular command decisions. Although clear of the criminal charge. Johnson may still be brought up on identical departmental charges at the discretion of Police Commissioner Robert McGuire. Two Cosmos Down to Earth Moscow (UPI) Two Soviet cosmonauts landed in a snow -covered field in Central Asia yesterday, ending a 96-day mission during which they surpassed the American record for endurance in space.

The Soviet press agency Tass said that the Sovuz 26 cosmonauts, Yuri Romanenko and Georgy Grechko, parachuted to a soft landing at 2:19 p.m. Moscow time 164 miles west of Tselinograd in the Soviet Republic of Kazakhstan. Romanenko and Grechko were launched into space on Dec. 10 and docked with the Salyut 6 space lab the followed day. On March 4 they broke the 84-day manned spaceflight endurance record set by America's Skylab 4 astronauts in 1974.
