Mr. Guertin aaterted there waa a aerous "laak" In expenditures, and private avembera wera given no opportunity of examining blanket eapendituree for ao-ailed public works. He pointed to tha late Hon.

He believed if a proper statement waa made Quebec would ba- found ta have a real public debt of mora than lioo.oue.ooo. Hall Overtaxed. It had been claimed that Quebec taxes ware much lower than thoae In Ontario. The speaker said South Hull had been compared with Glou cester township In Ontario.

The former waa on ot tha fleetest town ships in the whole of Canada, while In Gloucester conditions could hardly ba worse, partly because a former township official had been short sums of money. JiuU. Lka other parts of tha provinca. was greatly overtaxed, particularly in regards to automobilea. gaso line and highway construction, the former MX.

Eventually, the speaker admitted, ha had "sold out" to tha Premier ta obtain groat con- eeasiona for hie own constituency, but ha had renewed his attack at the following session, and forred the Gov ernment to the wall when it defled British constitutions lily and refused to accord members the privilege of controlling expenditures. Mr.

Guertin ex-posed what ha da-dared waa an example of tha meth- oda of Quebec Ministers to amass personal fortunca out ot public funds. He read a setter from a trust company to a charitable institution, in which the addressees wera informed an order-in-council waa about to be paased granting them a big Govern-ment loan. Tha letter drew the at tention of tha institution officials to tha fact that three Quebec Ministers war on a trust company's director. ata. and solicited the privilege of floating the loan for tha home at Ave and a half percent Aa thia letter waa sent beforo tha Order-la-Council waa signed.

Mr. Guerfln claimed wag evidence) the Ministers on tha directorate were nung their company for priest gain. He declared this waa also evidence of leakage of public funds, since the Provinca of Quebec itself, by borrowing the) money at 4 1-2 per sent, instead of allowing a private corpora tion to float the loan, could save considerable money. Tha social legialalion the Coneerva-live leader, Mr. Houde, had proposed In thia campaign if he la elected Premier, could easily be paid for out of tha money now "leaking" out of the province, the speaker declared.

He claimed that at least 25 percent of all tha U.0O0,0O0 paid out by Quebec was going astray ahd not being used to tha best Interests of tha people of the province.

Mr. Guertin read a list of charges allowed Quebec Government employes for tha use of their private automobiles on public business, and asked whv there would be range of from five to 10 cents per mile In these allowances. It waa lust an example of tha way thinga ware being run at Quebec, ho charged. The administration had been in office so long it considered Itself nest to divine, and above scrutiny. Mr.
