Flurries will accompany this disturbance with areas adjacent to the foothills expected to receive accumulations of 3-5 centimetres by late tonight. The north will be mostly sunny today in the wake of this disturbance. Another system is forecast to bring cloudy skies and milder temperatures to northeast-em B.C.

The NDP leader tried to bolster a sagging plank in his party's platform Monday by announcing appointment of a five-man committee which will try to preserve the Crowsnest Pass freight rate for hauling grain.

Even before he called the election, Blakeney had said that saving the freight rate negotiated in 1897. eight years before Saskatchewan became a province, was a major issue in the But he received little reaction during his first week on the election trail. Canadians living outside the West might find it puzzling to have a provincial premier fighting an election on a freight rate set in Ottawa. But Transport Minister lean-Luc Pepin gave Blakeney an opening by announcing Feb. 8 he was setting in motion the process to change the rate.

Ray Bailey, Western Canada Concept party leader, said Blake-ney's fight against change in the freight rate shows his hold on power is shaky. He said Blakeney has already lost the fight to save the rate.

Blakeney told a Regina news conference the committee would present an alternative to proposed federal changes that would increase the freight rate to provide more money for rail improvement. The objeirtive is to provide two alternatives that would give Ottawa reason to pause when considering possible unilateral action. Blakeney said. Nullify promise Until Blakeney 's announcement Monday. Liberal Leader Ralph Goodale and Progressive Conservative Leader Grant Devine had nullified his promise to fight change in the rate by saying they wanted it retained.

Farmers are split about equally on whether the rate should be changed. Those willing to consider change say they're not driving Model Fords any more so possibly it's time to alter the rate. Ted Turner, president of the Saskatchewan Wheat Pool, said in a telephone interview that Blakeney 's announcement is a reflection of the feeling in the province that the rate should be retained. But he said the announcement shows the government is looking at more than just refusing to change the rate. It is also looking at making the changes that will produce the transportation system prairie farmers need to get their grain to port.

Blakeney said the committee would study a Saskatchewan pro-' posal to invest public money in the railway system and legal options that could prevent the proposed federal changes. Called the Citizens Advisory Committee on Rail Transportation, Blakeney said the committee was the second step in the province's fight to save the rate. The first step involved blitzing farmers with pamphlets and color brochures with arguments about the freight rate. Deaths 020 Deaths 020 WINNIPEG (CP) Fearing the Children's Aid Society would take her baby away to be "sold" in the United States, an Indian woman fled from a local hospital Monday with her three-day-old child. Delphine Houle, 21, took her son Timothy John Houle and went into hiding until she could reach the Dakota Plains reserve where she would be allowed to keep her child. A CAS spokesman said the agency wanted custody of the child because the baby was in need of protection. However, he would not say why protection was required. The society has taken three children from Houle in the last seven years.

She said in an interview while she was hiding from police and CAS employees, she did not want her baby taken from her just to be "sold to some damned Americans down south." A controversy arose last month when it was revealed some native children in Manitoba are sent to the United States to be adopted. Mr.

Gowdy is also survived by his daughter and her husband, Doctor and Mrs. Harold Antliff (Doreen); grandchildren Creighton Antliff, Aria Mae Harmer and her husband Stephen Harmer, John Gowdv and Mary Jane Gowdv. Also survived by Mr. and Mrs. Arthur Bricker (Irene) and their children Michael and Kathleen, a brother, David Gowdy and a sister, Emmaline Bricker, all of the Calgary district.

He was predeceased bv his son, William Gordon Gowdy in November, 1958. Mr. Gowdy was a long time resident of the Calgary district since 1905. He farmed successfully in the Chestermere and Indus area until 1965 when he and his wife retired to Calgary. In addition to farming, Mr.

Gowdv owned and operated the U.R. Bar Ranch, south of Bragg Creek from 1933 1982. He was a dedicated member of Langdon Baptist Church, a member of the Calgary Sketch Club, the Chestermere Curling and Men's Club and for most of his life was personally active in his community affairs. Phone 289-5577. CLIFFORD April 2nd, 1982, passed away suddenly at his home, George, aged 83 years, beloved husband of Mrs. Margaret Clifford of Cochrane, Alberta. Dear father of George W. Clifford Cochrane, Doreen and husband Jack Hawkwood, Cochrane, Violet and husband Art Johnston, R.R.4, Calgary, and Jane Clifford of Cochrane; also survived by six grandsons, Brian Clifford, Ronald Clifford, Robert Hawkwood, David Johnston and Greg Clifford, all of Cochrane, Dale Johnston, R.R.4, Calgary; five granddaughters, Deborah Hawkwood, Cochrane, Cynthia Penton, Calgary, Heather Johnston, R.R.4, Calgary, Niania Clifford and Shelly Clifford; and one great-granddaughter.

Mr. Clifford was born March 31, 1899 at Wigan, Lancaster, England, and came to Canada with his parents, William and Jane Clifford from Lancaster, England in 1910 at the age of eleven years. George volunteered and joined the army in 1915 at the age of sixteen years; he was trained at the Sarcee Army Camp for two months; in September, 1915, he was drafted overseas, and he ioined the 31st Battalion in England. When he was discharged he returned to Cochrane, Alberta, where he took up dairy and beef farming, being very active until his death. Services at THE GARDEN CHAPEL (Foster Funeral Home) 540 16 Ave.

Basil Valdimir French, beloved husband of Mrs. Selma E. French, of 606 3316 Rideau Place, S.W., passed away after a lengthy illness at the Rockyview Hospital on April 4, 1982, at the age of 76 years. A long time Calgarv resident, Mr. French was founder of Universal Sales and Service.

He was a member of King George Masonic Lodge and The Ancient Accepted Scottish Rite, the Al Azhar Shriners' Mounted Patrol, and a past Potentate of Al Azhar Temple. Mr. French was a past Director of the Shrine Hospital for Crippled Children in Winnipeg, a former member of the Kinsmen Club, and a member of the Calgary Golf and Country Club. Besides his loving wife, Mr. French is also survived bv a son and daughter-in-law, Basil and Anne, of Calgary, a daughter and son-in-law, Janice and Guy Hamilton, of Lethbridge, seven grandchildren and one great-grandson.

She was predeceased by her husband, Michael in 1966. Mrs. Weissgerber was born in Hodschag, Yugoslavia and came to Calgary in 1956.
