as 'J File Suit to End leather Quotas The assignment of teachers to schools based on race is unconstitutional, according to a suit filed yesterday by six community school loards and teachers throughout the city. The suit, filed in Brooklyn Federal Court against the Board of Education and the U.S. Department of Health, Education and Welfare, says that an agreement between the city and federal government to estalish a quota system based upon race unconstitutionally deprives teachers of due process and equal protection of the law. Inaddition, the suit asks the court to declare unconstitutional race and ethnic surveys that teachershave been asked to complete. A study by the association, excluding the municipal hospitals in the city, showed an operating loss of $54 million. Association President George B. Allen said that this means that those voluntary hospitals lose more than $75 for each patient admitted.
