Councilmen-at-Large Robert F.

Wagner Jr. and Henry J. Stern said the tentative contract between the school board and Local 81 of the International Union of Operating Engineers would increase fees from $37.75 to $83 for using schools between 5 p.m. and 8 p.m., and from $55.69 to $123 between 7 p.m. and 10 p.m.

Further, the councilmen charged that the propsed contract would do nothing to remedy past abuses by the custodians. Audits by the city and state have documented that some custodians have hired relatives, used double billing, padded overtime expenses, hired friends no-show jobs, and used eeuipment paid for by taxpayers for their personal business. The councilmen urged the Emergency Financial Control Board to reject the proposed pact, which covers the two-year period from Jan. 1. 1976.

The latest cut completes the plan announced last January of reducing annual transit operating costs by $30 million by the summer. Latest changes on the IND system affect the A. AA. B. and GG lines and the line on the BMT.

The Transit Authority says the cuts affect only duplicate night service and will increase travel time by a few minutes for most people.
