Two Say Pact Doubles Cost Of School Use By THOMAS COLLINS Civic and recreation groups "will be driven out of the schools" because a proposed contract between school custodians and the Board of Education would more than double the fees charged for using- public school building's, two Manhattan councilmen charged yesterday. Coiincilmen-at-Lai'Re Robert F. Wagner Jr. and Henry J. Stern said the tentative contract between the school board and Local 891 of the International Union of Operating Engineers would increase- fees from $37.75 to $83 far using schools between 5 p.m.

and 3 p.m., and from $55.69 to $123 between 7 p.m. and 10 p.m. Further, the councilmen charged that the propsed contract would do nothing to remedy past abuses by the custodians. Audits by the city and state have documented that some custodians have hired relatives, used double billing, padded overtime expenses, hired friends for no-show jobs, and used eeuipment paid for by taxpayers for their personal business. The councilmen urged the Emergency Financial Control Board to reject the proposed pact, which covers the two-vear period from Jan.

1. 1976, to Dec. 31. 1977. Stern and Wagner said "it is beyond belief" that the school board could approve this agreement, which does nothing to eradicate past custodial abuses and increases fees to community groups working with youngsters.

Might Service Subway Cuts Start Sunday By WILLIAM McFADDEN Late night subway service on six lines will be cut back Sunday completing a Transit Authority plan to trim operating costs by $30 million and balance the budget for fiscal 1977-78.

A spokesman said that for the most part cuts would eliminate "duplicate" service but conceded that travel time would increase for some passengers and others would have to transfer at key stations. Notices are being posted along the six lines. The changes are: Between 1 and 5 a.m., a train shuttle will be in service beween 57th St. and 47-50th St. on Sixth Ave.

Between 10:30 p.m. and 6 a.m.. GG service will end at Queens Plaza and passengers may continue eastbound on local trains or express trains. Between 11:30 p.m. and 5 a.m..

A trains will operate as locals between Chambers St. and 168th replacing AA trains. Between 1 and 5 a.m., and trains will operate only as far north as 36th St. and Fourth Ave. in Brooklyn.

Riders will continue north on RR trains, changing at DeKalb Ave. for the train to Sixth Ave. in Manhattan. The TA said the A trip between Chambers St. and 168th St.
