"They start off with the premise that monopolies are patents are monopolies, therefore patents are bad," he said.

The error lies in the fact that a patent is not a classical monopoly, it's protection of new ideas that without protection won't be developed, he said. Although some of the 37 proposed changes are good, others will hurt independent inventors so badly they'll quit, Mr. Ade said. without patent laws altogether unless Parliament extended them. "Knowing this ten-year thing is hanging over us is going to kill incentive," Mr.

Ade' said. An "exhaustion clause" would deprive an inventor who manufactures and sells his product out of Canada of his patent, he said. "They're trying to restrict you to manufacturing in Canada," Mr. Ade said. Mr.

Ade blamed the department of consumer and corporate affairs for the way in which the proposals were produced. The brief, he said, was worked on mainly by economists who "didn't involve the other side." "The entire thrust of this working paper is that patents are bad, and they're doing their damndest to get rid of them," he said. QQ 1 IRISH VIOLENCE COSTLY BELFAST (Reuter) Compensation for damage, death and injury in seven years of violence in Northern Ireland has cost Britain the equivalent of nearly $320 million, Northern Ireland Secretary Roy 'Mason said. Writing in a Belfast newspaper, he said compensation for property destroyed by guerrilla explosives and incendiaries has cost $264 million, while compensation for death and injury amounted' to more than $39 million with $29 million still to be paid. He said had it not been for the violence, new investment in Northern Ireland might have promoted 20,000 new jobs during the 1970s.
