But it is easy to foresee what it -will be refusal, precise and formal. The Spanish plenipotentiaries have rcodo up their miuds, ia the event of the United SUitos adverting to the Philliiine proposition to decline fipuins? th act of peace, to break off the nt'RO-tintions and to call npon the civiliz-id nations to witness the abuse of force to which they will be subjected and th violation of the provisions set forth in the Washington protocol. Wo hope the negotiations Will not be broken, but Spain, it is given out as certain, would take such a course rather than submit to humiliating terms." Cabinet Dlirumiai Cuba aud Torto Washin'otok, Nov. 1.

The cabinet today devoted most of its attention, to consideration of questions connected With the administration of affairs in Cuba and Porto Rico. The administrative feature of the Philippine question also received some attention. Nothing has been heard from the commission of Paris as to yesterday's proceedings, and it is realized that nothing is to be expected in the way of developments unil Fridav's session. While the cabinet gave little attention today to the peace negotiations at Paris there is no longer any doubt as to the pur poses of thir government to retain the entire Philippine archipelago. If final balancing of the account, the cast of the war to the United States on one aide, and our acquisitions ou tho other, it is found that any compensation is due the Spaniards, it will be made in a lump aUIU.

Tbalr RiUit Canuot Be Orauted. WAsmNOTOM, Nov. 1. The request of the First Colorado infantry to be returned from Manila to the United Btates cannot be granted by the war deportment. It wns stated by officers of the army today tliat such requests had been frequent from soldiers of volunteer or ganizations who enlisted to fight, but did not enlist for garrison duty.

The desire of this regiment to return home was simply the desire of other volunteers and nothing could be done, the oflleer said, until congress met and provided some kind of a force to take the place of the volunteers. The subject of rcorgauijsinR ths army, with a view to securing an adequate foroe for the new possessions of the United States, has already reoeived the serious consideration of the president, who will make reoout-ruaiida-tious to congress on this subject, embodying his views and the views of who are in a position to give him the very best of advice. It is probable tliat he will recommend an increase of Brmy to something like 100,000 men, although this is not certain, and may think that is enongh. lroMtans Jctlnt Oeupattoa. Pekik.
