Morrow ruled today that Donald C. MacDonald was out of order Thursday when he read in the Ontario Legislature what he said was a statement of claim accusing a top Conservative party official of accepting $12,000 from Melchers Distilleries to curry Tory favor.

The Speaker said he would not rule that the statement be stricken from the Legislature record, since he was not sure of his right to do so. But, he said, the reading of the statement should not have been permitted originally. The speaker said allegations made outside of the Legislature should not be repeated inside the House without their having been proved in the courts. The matter read by Mr. Mac-Donald obviously was before the courts and therefore was sub judice.

The New Democratic party leader said Thursday the statement of claim was on file at Osgoode Hall but was not yet evidence. He said it referred not only to a top party official but to a provincial government cabinet minister. mm People Make News KARL WALLENDA, with his Flying Wallenda troup, Inday faces the same high wire where a fall two years ago claimed the lives of two of his family. are ready."
